Leman Russ is probably the worst and best Primarch to come back due to the rather antagonistic relationship that would quickly develop between himself and all those he saw corrupting the wishes of the Emperor (ie basically everyone else in the Imperium). He is the one who would undoubtedly spark a full on schism in the Imperium in the shortest order.

we all know the rumors floating about that the wound is slowly healing in the stasis field...personally I'd like to see the Lion come back the most. I feel like he adds the most flavor and interest without being too much of a gimick character.

Well in the codex, it does say that he is already fully healed and the time for him to awaken his quickly approaching. So the lion is probably on the forefront of the returning loyalist primarchs. His interactions with Luthor and the remaining Fallen would be something to see (especially Cypher).

I think of all the Primarchs to come back and change the setting it should be the Lion. There is depth in character that would be interesting in its own right, with his history with the Fallen Angels and other notable characters others mentioned.

But on a better note, having some of the other races 'move forward' would provide just as much flavor to the universe even if the Empire remains its current grimdark self. Tau establishing a strong section of space and schisms happening in surrounding systems on if the Tau Empire is a better fit for the citizenry. Have the Necrons awake in a small fashion, which creates unlikely alliances between Eldar/Tau/Imperium to hold them at bay. I think the Orks and Tyranids offer the least in the 'progression' as they are already hordes attempting to overrun the galaxy. Unless you make them more of a threat that others need to rethink their ideals to combat...it doesn't offer enough IMO.

Don't mistake fluff for value in the game. In that case anything Eldar would be 1pt(Marine fanboi fluff isn't kind to Eldar...) Necrons and Marines would average between 30-50 points and a Primarch(going by HH books) would be worth something around 2,000pts.

Skipping the middle threads and going straight to the OP questions:
Chaos will not take Cadia. It has a hard enough time having their daemon allies materialize in the real universe for any length of time. Besides, the goal of chaos is chaos and bloodshed, they achieve that much better when it is a centralized planet close to home. Abbadon never had any intention of winning any of the past Crusades, the mass killing and havok of each was good enough.

Orks are orks, they dont even care if they capture a planet. In fact capturing the planet would be boring to them, its much more fun for them to keep it at a stalemate.

Necron Empire isnt impossible, but would be constantly at war with the other Necron worlds since none of them really get along with each other.

A primarch would be cool. Would prefer it not be Guilleman. The Imperium is already too straightlaced, no need for the Mega-Goody Goody to come back.

If you dont short hand your list, Im not reading it.
Example: Assault Intercessors- x5 -Thunder hammer and plasma pistol on sgt.
or Assault Terminators 3xTH/SS, 2xLCs
For the love of God, GW, get rid of reroll mechanics. ALL OF THEM!

Guiliman fully healed, Russ riding a Ferrus Manus servitor, Dorn assembled etc.

So, what you're proposing is a true end game. Everything that could possibly go wrong for the Imperium, comes to pass... all at pretty much the same time. Either the Imperium wins, or game over becomes nothing more than an eventuality. Cadia falling means the door to the Imperium from the eye of terror swings wide open. Necron empire means everyone gets their gak pushed in. Another massive 'Nid invasion while the Imperium is engaged around Cadia, Armageddon and wherever the Necrons are means that everything in the hive fleets path dies a horrible death. In other words, there's no way for the Imperium to survive that...unless...

The return of a primarch certainly would be a gigantic boost for the IoM. They are game changers. Any one of them being present swings the balance of power back in the IoM's direction. Which one comes back also has a major impact. So, which?

Guilliman: Assuming that the would heals and that poison in his body doesn't kill him, he's a real deal General and Administrator. He'd have things running like a well oiled machine. Thing is, he's kind of a control freak, and there would be conflict between his regime and the High Lords because I think he'd expect to have an immediate say (read: control). The possibility of a schism is moderate.

Russ: He'd wreck gak. Notably, he'd go out of his way to find traitor primarchs and original legionaries - which would be huge for the war effort. Most of it would be enemy gak... a lot of it would be the IoM, He's too conflict oriented and would spend a lot of time focusing on departments within the IoM that he felt were not what the Emperor had in mind. The chance of civil war is through the roof here, making him probably the worst choice long term.

Dorn: Dead. Period.

Mannus: Dead. So dead, in fact, that he has no head.

The Lion: A great choice, but a touch self-absorbed and has a long history of conflict with other chapters. It's not so high as to post a risk of internecine war because he'll focus on "the enemy" first. Another issue is how focused on the Fallen he would be. Would it get in the way of the main goal?

Corax: A true tactician and strategist. He'd subscribe to the "the best defense is a good offense", which is precisely what the IoM needs, as it's been on defense for nearly 10,000 years. Low risk of internal conflict. He'd certainly focus on the enemy first and deal with administrative gak later... or never.

Vulkan: Best choice, by far. He's an excellent administrator, industrialist and general. The man would turn the Imperium into a clockwork, ass-whooping machine. This guy could turn the tide of the worst case scenario in record time. He's level headed and poses the smallest risk of conflict with the existing Imperial government. Not overly emotional and, apparently, can't die no matter what you do to him.

Khan: Apparently held in Cammoragh. Thus, unlikely to escape unless he's broken out - which is something that another returned Primarch may choose to do. But that just means he's not first.

I think if the Primarchs returned it would radically change the balance of power with in the Imperium. Russ said he would return at the End Times. I'd think he'd keep to that word. Corax may return but, if anything it would be for him to launch his own crusade against chaos. Where ever Khan is and if he manages to find his way back to material universe would be try and take things in order. If Guilliman returned healed and well. I know he would be majorly enraged with the state of the Imperium. As would El Johnson. I'd think that they would be the ones who would do their best to bring the it back to its glory. Vulkan said he would return once his chapter had recovered all off the relics he left them to find. Him coming back would be a true game changer. Dorn is dead. He died a heroic death. Ferrus Manus IS DEAD.

That's symptomatic of the problem with Chaos - there is no order. Too many big dogs with no interest in working together. That makes it very challenging to "win" anything. Hell, it took them 10,000 years to get a foothold on Cadia, one which they may not be able to hold. I suppose there are grander machinations some of the daemon princes/traitor primarchs are cooking up, but you'd think they'd have come to fruition by now.

Seriously, why this topic keeps coming up? There seems to be a huge number of people who want to turn 40K into 30K. There already is a Horus hEresy game, go play with your Primarchs in that game and let 40K Imperium be hopeless, declining dystopia it is should to be.

I sort of agree here. The Patriarchs are larger than live, who's legends are more important at this point than the man. Bringing in a Patriarch would just mess everything up and signal the end of the game. This is the kind of thing you expect to see in a dying movie or television franchise.

That said, I agree that something should be done to shake things up. I think that something involving the Webway would be a nice shake up and refreshing change. It would affect almost every force in the galaxy while shifting attention to other hostilities and plots. Instead of it being "The Imperium, Chaos, and their sitcom-esque sidekicks," the event could really bring a lot of xenos forces into the forefront. It's also something that is already established in the background yet hasn't really been explored. This would also be a great kickstart for the Inquisition as a stat'ed entity in the game.

Worth noting is that the story is already at the end of the 41st Millenium. Not to say that the game should jump forward, but I agree that the story could progress into the 42nd Millenium.

A primarch returning is more about some of us - myself included - wanting this "story" to move forward. We've been in 999.M41 since 2nd edition. Enough is enough. Lets progress the fluff. A primarch returning is just one vehicle to do that, among money. The Emperor finally/fully dying would be another - though that would more spell the end for the IoM than anything else.

How about something big not relating to IoM (well not as the protagonist / antagonist).

The Hive Mind has collected a vast amount of knowledge of the galaxy and has decided the best way to get to chomping is a co-ordinated super attack on the heart of the IoM. They launch (or is that lunch) their attack on sectors around the Solar System. A huge fleet. Bigger than ever seen before. Using new weapons. They have a strangle hold on the heart of IoM.

Suddenly a Necron fleets appear out of nowhere. Initially the defenders fear this is another enemy come to bring them low. However the Necrons launch an all out attack on the Tyranid fleet. The Silent King as returned! He know that although humanity is a stain on the galaxy, it is better to fight with against such an enemy. The Necrons cause huge casualties to the advancing Tyranids and a breif calm in the storm is disrupted with Chaos renegades enter the fray. Followed by Eldar and Orks (who love a good fight). Hope seems to fail until the UM's launch a spearhead attack right into the heart of Nid fleet "mother ship". Calgar meets and defeats the Swamlord but is badly injured. Instead of retreating he heads deeper into the heart of the ship and discovers a super nid, connected to control nodes. Finally through self sacrifice he detonates a warhead.

IoM loses a hero. The Silent King is back, but none the closer to finding a "Cure" and the Nids have taken a beating - will they return?

Well it doesn't. But they love the Tyranids... and ok I dislike Calgar. Could be anyone as long as someone was killed off. As in dead for real. No coming back.

The main point is make it about other factions needs / wants.

No need for the Primarchs to have something actually happen.

Given the love for UM, Guilliman coming back would make a lot of people happy. I, personally, would love it to be Vulkan - and that's saying a lot for a die hard Dark Angels guy given that the Lion is still "out there." Corax would make me almost as happy, but that's just because he seems the most complete "character" of all the remaining loyalist primarchs.

In any event, I agree that there's more ways to move the story along. However, just making the existing conflict "bigger" in scope or parties involved seems like a cop out.
