I'm not a Tau Player but

Remember to NOva Charge...all the options for said Nova charge
Remember which units have Supplemental fire
Rememer to pick Etherial ability or Buff commander ability
Remember to shoot marker lights first and how much to spend on the the abilities.
Remember statlines for models with different statlines (not 4 4 4 4 ) and what numbers you hit and wound on....
Remember to Jump in the assault phase, and which units do this.


Tau need to remember a significant ammount more than Dark Angels who more or less ignore Morale in game, have a marine statline (which means your opponent also likely knows what it is.)
Roll book Psychic powers if any (which your opponent also likely knows)
Generally obey the rules as written in the base rule book?

I won't argue that Tau are much stronger, but they have a fair few more mechanics than many other armies.

People need to remember that powerful =/= easy to play.

Daemons are Powerful, but require a good deal of know how to play.

Dark Angels (and I have a DA army) are hard to win with, but it is easy to remember what your stuff does.

Honestly I'd say the best army for new players has to be Orks. And not because they crump face the hardest, but for a few other reasons:

1. You don't have to be an excellent painter. Orks are all about the slap-dash look (particularly in their vehicles), so if you're army isn't the best painted they'll still look okay.
2. You get LOTS of boys. This really lessens the impact of losing a few (or even a lot) of models and is a great way to get people used to the fact that things in this game are going to die....a lot.
3. They ooze fun. Orks are all about having a good time and it's really hard to be upset when things go sour because it feels like it's part of the way things should be. This really builds a mindset of being positive even when things aren't going well.
4. Orks are pretty simple in their rules. You only have to remember a small handful of real rules (Mob Rule, Waaaagh), anything else probably has a table to reference to make things easy.

So Orks might not be the most competitive army right now, but they are still a great starter army because of the combination of personality, rules complexity and overall style.

Plus you get to roll LOTS of dice.
