I'm going to go out on a limb and say that "trunk-or-treat" is probably not the best way to brand an event involving children and candy.

Hopefully lots!
I lived in the DMZ ghetto of Oakland CA for the last 3 years and recently got the opportunity to get out. Now its suburbs, trees, kids playing in the sun, and dogs woofing. I think it would be cool to scare the living crap out of kids that come up to get candy.
BOO!

I think it's tied to urbanization.
Back in the day it was much more common for people to both live near each other, and work with them. As such parents often don't interact with people that live nearby as much as they used to in the past, leading to a lack of trust.

I've seen 'trunk or treat' events every Halloween for at least the last 6 years around here. A few of the local churches sponsor one, and so do other organizations. Keeps the rug rats in an easily controlled area and gives a common meeting place for folks in a very rural area.
So don't go too far out on your limb, it will snap and leave you tumbling down.

I'm not arguing that the concept is bad, just that the branding is.

I see what you're saying, but I think most people just see it as replacing the "trick" (somehow meaning ones home) and moving the venue to a collection of cars. I know last year, my wife's unit had a "haunted hallway" among the various work spaces of the Battalion, with a "trunk or treat" on the cargo pad behind the building along with a "decorated trunk" competition.

We get a moderate amount. We're in a development in an exurban-y area, but our houses are spaced pretty widely apart on good-sized lots. It's not the ideal home density for maximum candy gathering. Mostly it's just the kids who actually live in our neighborhood.
I usually stay home and give out candy while my wife takes the kids to go trick-or-treating. We have fun...it's a fun holiday if you aren't a curmudgeon.
I worked with a guy whose house was THE place in his city neighborhood. He was an AV guy by profession, and went all out with lights, special and sound effects, a fog machine, etc. IIRC, they gave out huge amounts of candy every year and loved it.

Basically an organization with a large lot gathers families together and has kids go from car to car (trunk to trunk), collecting candy along the way.
