That wording is a little bit different than the earlier FAQ:

Q. If a Flash Gitz mob includes a Painboy and/or Kaptin Badrukk, and it selects any of the weapon upgrades, does the player have to pay the +5 points for these characters, even though they don’t benefit from the upgrade?

A. No, as they are not equipped with snazzguns, and therefore the upgrade does not make sense for them.

Just so we're clear, the old codex was not written as one block of text. They were written in a very different style. Separate entries who do not have the same options within one block. It seems obvious in reading the old one the intent was for them to be separate. I don't know why there needed to be an FAQ.

It needed an FAQ because the painboy definitely, and badruk possibly, were upgraded flashgitz. So if you went through the options in a linear fashion with 5 gitz you would be paying for snazzgun upgrades on all 5 models, then upgrading a git to a painboy replacing that snazzgun you just paid a bunch of points for.

The FAQ on that was to help explain that the options are non-linear.

Stop looking for buzz words and start reading the whole sentences.

As I said, with the setup or old codex had, not being one block of text, I can't imagine anyone coming to the conclusion that they needed to but the snazzgunz for the painboy or that Badrukk was anything but a named character. I never once thought that, nor did I meet anyone who did even before the FAQ.

The new one looks nothing like our old one. It is one block of text that references itself. The old codex has little to do with the new ones layout or rules.

Yeah, the 6th ed FAQ clarified this point (and several others). Hey, remember when GW updated their FAQ's?

They could write the rule very easily to say:
May upgrade one Boy to a Nob for x points.
For every full ten models in the unit, one Boy may exchange his Slugga for a Rokkit or Big Shoota for x points.
The remaining Boys may all exchange their Sluggas for Shootas for 1 point per model.

But then again, why aren't they able to have a mix of Shootas and Sluggas? Seems weirdly coherent for chaotic Orks.

Yeah, but remember orks are basically the only army that can't mix and match specialist weapons, so we get dedicated bullet magnets of burna boyz, flash gitz and tank bustas...

Yeah that's true, didn't think of that. I really need to get a green tide together to run a unit of every possible combo including HQ Meks.

Dakkagun on the Painboy on Bike makes 9 types.
