IG gets 4+ armor for 10 guys for 15pts. that's 1.5pts per guy. I know they're T3 but still.
While I agree eavy armour's overcosted, the Orks get a lot more out of upgrading to a 4+ than guard do. It's a 150% increase in their chance of survival (rather than 50%), and you're getting that boost on a 6-7pt model rather than a 5pt one.
Tbh I'd be happy for shoota boyz to stay at 6pts and 3 for eavy armour. If you make EA too cheap, it becomes an auto-take, and then you're fundamentally altering the character of Orks as an army.

Back on topic though, I think ork bikes are fine as they are.
I think Eavy armor at 2pts is appropriate, 3 is pushing it back into the never taken realm. if you have Eavy armor on 10 boys right now its costs you 40pts, That is ridiculous, for that price you could take almost 7 more boyz. The only way I can see EA costing 3pts and being acceptable is if they boosted Ork boyz to S4 base. Then I would be ok with paying 3pts for an armor save that

Again back to the primary point of the bikers. 18pts for a Warbiker compared to a
SM bike at 21pts. I don't think the difference in S, Armor,
Init,
BS and Leadership is a 3pt difference. I have to point this out again because I have yet to hear from you lot whether or not you agree. Warbikers are priced accordingly, the problem is that EVERY OTHER bike really isn't. So with that in mind do you think a reduction in points by 3ish is right or do you think they should stay the same because compared to the CURRENT Price of every other factions bike they are about right. Or finally, do you think warbikers are about right IF other armies had their bikes increase in points by 3-4pts base. So that
SM biker just became a 24-25pt model instead of a 21.
