I would be quite happy to entirely ban the sale of tobacco and vape-replacements.
One of my rotations was spent in a lung function clinic; it was depressing testing people with various smoking related cancers and telling them they couldn't have surgery to treat it because their lungs were utterly fethed from smoking and if they were anaesthetised they would probably never wake up...

And then they also have zero chance of a lung transplant because the risks are too great and other people who won't mess up their new lungs with crap are also waiting.
