Possibly referring to the fact that pretty much all cavalry in AoS are Battleline in faction armies (as opposed to alliance armies) and matched play lists can be just Bloodcrushers.

A few people have mentioned CPs but I really think you should look at the armies with the Criteria you are looking for, and see if there are any Stratgems that might be worth taking. Like the Tank list.

A few other suggestions that I didn’t see.

- Thunderwolf Cav lists seem to do alright and aren’t really Stratgem reliant
- Custodes have some pretty tanky troops choices
- Don’t Eldar have Bikes as a Troops? Backed by Warwalkers, Vypers, Wraithknights, etc might get him what he’s looking for?

In 4th->7th, yes, but not anymore.

To expand on that, here's the Eldar troop options:
DE: Kabs, Wyches, Wracks
CWE: Storm Guardians, Guardian Defenders, Rangers, Dire Avengers
Harlies: Harlequins
Corsairs: Corsairs

The Harlequins move super fast and hit hard, and the Corsairs can take jetpacks. Aside from that, all Eldar troops (of any variety) are normal-ish Troops - basic infantry with basic weaponry with no movement shenanigans.

Eldar do make extensive use of transports, but that's not what the OP is looking for.

Being able to make lists that avoid troops is the cancer that is killing the game and skewing the meta more into spammy nonsense.

Bedouin Dynasty: 10000 pts
The Silver Lances: 4000 pts
The Custodes Winter Watch 4000 pts

Don't think so any more. Was a thing in previous editions. Best you can go for is multiple specialist detachments.

Perhaps you can compensate by putting them in transports?

I like the current mechanic of different Detachments like Spearhead or Outrider that allow you to run without Troops. In previous editions, you HAD to have Troops. Now you get rewarded for taking them but you can get by without if you want.

I stand between the darkness and the light. Between the candle and the star.

Kataphron from adeptus mechanicus seem like a good fit for your requirements. They're not fast but can move and shoot freely with heavy weapons. They even look a little like cavalry or bikes.
Then back then up with robots and dune crawlers.

Ork Cult of Speed? Stick a couple of minimum squads of boyz in trukks, never disembark them and consider them to be extra dakka turrets that might keep shooting a bit after the trukk is blown up.

That's uncalled for. The low level spammable commons in Red are a powerful part of the current meta, so he couldn't get away from "troops" in MtG either XD
