They've specifically called Vanguard Marines(Infiltrators, Incursors, Eliminators, and Suppressors) out as not being called up for Deathwatch.

Community FB was reposting it back when they first dropped as part of Shadowspear.
Additionally, there's an important distinction to be made by 'Vanguard Marines'(of which the 10th Company is a standing force of 100) and Marines just throwing the gear on in the other Companies.

Cloak pauldrons out of the basic Guard kit help for making your HQs stand out. As to when you want to buy just the HQ model yes, but while you usually want Space Marines in five-model or ten-model squads (so taking one out to make a character makes for four redundant/surplus minis) Custodes come in five-model boxes and have minimum squad sizes of three, which makes it much easier to have just the one surplus model.

as I said in the case with marines I noted, you make some HQs out of an intercessor box and then use the ETB box to plug the gaps. the end result is getting 2 HQs and a ten man intercessor squad for 75 bucks which is cheaper then 2 generic Leuitenants if you buy em seperatly. although if you wanna give em a power sword you DO need a bits box

Community FB pages say a lot of things and GW is well documented on theirs as directly contradicting themselves with things on the WHC page for example.

DW players have given it time. In that intervening period, the army has been repeatedly screwed over. FanDex all you please, it isnt changing anything.
