"You can't just shoot a hole into the surface of Mars!"
Then, on your HUD:
New Objective: Shoot a hole into the surface of Mars.
"The 75mm gun is firing. The 37mm gun is firing, but is traversed round the wrong way. The Browning is jammed. I am saying "Driver, advance." and the driver, who can't hear me, is reversing. And as I look over the top of the turret and see twelve enemy tanks fifty yards away, someone hands me a cheese sandwich."

Wow, forgot about this thread! Another quote I like a lot is from Frederick of Fire Emblem: Awakening. I think it's if he gets a crit, he says this badass pre-mortem one-liner.
'Pick a god, and pray!'
"The best way to lie is to tell the truth." Attelus Kaltos.
My story! Secret War
After his organisation is hired to hunt down an influential gang leader on the Hive world, Omnartus. Attelus Kaltos is embroiled deeper into the complex world of the Assassin. This is the job which will change him, for better or for worse. Forevermore. Chapter 1.
The Angaran Chronicles: Hamar Noir. After coming back from a dangerous mission which left his friend and partner, the werewolf: Emilia in a coma. Anargrin is sent on another mission: to hunt down a rogue vampire. A rogue vampire with no consistent modus operandi and who is exceedingly good at hiding its tracks. So much so even the veteran Anargrin is forced into desperate speculation. But worst of all: drive him into desperate measures. Measures which drives Anargrin to wonder; does the ends, justify the means?
"Rock and stone!" and "For Karl!" always have a nice ring to them, more games need a dedicated salute button.
"No worries ma'am. What don't kill us just pisses us off more." a little throwaway line from Fireteam Elite, but nicely sums up the game experience for me.

Portal 2 has a great variation of this with the "Part Where He Kills You" gag that is spoken by two characters, shows up as the chapter header and even pops and achievement with the same name.
Every character in Darktide has their own writer, which really helps giving each character a voice of their own, instead of just the same lines but with a different accent.
For me it's still Sergeant-Major Morrow who has some of those morale lifting lines just dripping with sarcasm.
"Oh, look at all those smiling faces. Cheer up! If you were on Armageddon, most of you would be heroes of the endless war by now. Which means you'd be stone dead. Makes you think, don't it?"
But that said, sometimes I just YouTube squad banter and the interactions are just gold. 👌🏻
Wyll: "Lae'zel, do you believe in love at first sight?"
Lae'zel: "I hardly believe in love at all."
Wyll: "Oh."
Lae'zel: "But I do believe in carnal pleasure."
Wyll: "Oh!"
The Laws of Thermodynamics:
1) You cannot win. 2) You cannot break even. 3) You cannot stop playing the game.

Don't remember much about the game, but this scene has been stuck in my head 10+ years.

It's the plot twist, so I've spoilered it, but
Spoiler:
"I think this is the part where he kills us" "Hello, this is the part where I kill you!" [chapter name: The Part Where He Kills You] [Achivement popup: The Part Where He Kills You]
Sonic games have some extremely memeable lines ("it's no use", "no way, I can't believe this", half the dialogue in shadow the hedgehog, etc), and so does Dragon's Dogma ("wolves hunt in packs, Arisen", "it hates fire!", "masterworks all, you can't go wrong")
How are we 3 pages into this and nobody has brought up Star Fox 64?
"Thanks, Fox! I thought they had me!"
"Can't let you do that, Star Fox!"
"Bow before the great Andross!"
"Fox, that's one of ours!"
"Gee, I've been saved by Fox, how swell!"
"COCKY LITTLE FREAKS!!!"
And, the perennial favorite: "Do a barrel roll!"
Star Fox 64 is probably one of the most quotable video games of all time

Quotes from my hero as a teenager. The one the only, Leon S Kennedy from Resident Evil 4 and all of them are gold.
"Guess that is the locals way of breaking the ice. I'm sure you boys didn't just tag along so we can sing Kumbaya together at some boy scout camp fire together. Then again, maybe you did."
"Where's everyone going? Bingo?"
"Hey, it's that dog."
"Hate to say but we're sandwitched alright...quick, in that cabin!"
"No thanks, bro!"
"Your right hand comes off?"
"Well I really don't give a damn. Rain or shine, you're going down!"
"Won't fall for this old trick." (after falling down a trap door, but using a grappling hook to arrest his fall, ya get?)
"I knew you'd be fine if you landed on your butt."
"She really pushed it."
Oh, man there are so many, lol.

BT-7274: Pilot, this Titan weapon is an advanced design, and may give us tactical advantage.
Cooper: I think someone's in love...
BT-7274: The human concept of love requires admiration, attraction, devotion, and respect. Conclusion: I am 50% in love.

Also, some of the bios are just really well done:
MT Foxtrot unnerves me. Man or machine, over a long enough timeline everything hits terminal fatigue: mental or metal. This guy's hit both. A shot-out barrel, a double-fed cartridge stuck in the rifle of a dead conscript. Just look at his eyes - no time left on the clock.
Sure, there's the off world death squad work on the CV and that exotic tac rig he wears to back it up. He walks, he might talk, he obeys orders better than all of these cut-rate lotto ticket the SNC loves handing out so much, but I'm telling you: there's no driver at the wheel. Send him back to his original handler, the one even uglier than me. When this guy detonates, nobody is going to want to be around to witness it.
For all the burnt fuses we are handing out cartridges and cash to, that says everything.
