I suppose if they were in stasis it wouldn't be an issue. One wonders what's more resource intensive (cheaper) for the Imperium, stasis or months of training, feeding, housing, etc.

Not particularly. Keep in mind the scale of imperium ships and transports. They're honestly stupidly, immensely big. Most transport ships have multiple decks and holds for training exercises in different environments at the regiment level, including vehicles. It'd be easy enough set aside space for horses and fodder

Its not efficient, but that's never the point with the guard or the navy.

Efficiency is the highest virtue.
