Basically if i use that order can members of the unit just have a normal movement then action activation?

Yes all models are required to either run or charge if the unit is issued a charge order. or all run if the unit is issued a run order.

Do note that a model can declare a charge and move less than 3"(even 0")
Any models which must forfeit movement or action because of some effect may still forfeit, but will have their action immediately end.

Why is that? I thought it said you can't voluntarily end your movement until you are in melee range. I'm still a giant noob so understanding why would be most helpful.

I mean a model can "charge" a model its already in melee with, and thus be able to make attacks. It just doesn't get to make a charge attack(boosted damage) if it moved less than 3". A charge is successful as long as you end in melee, it doesn't require you to move 3" or more.
Its actually possible for some models to charge enemies they were already engaged with previously. Usually this is because models have reach and/or larger bases(a model with .5" melee can charge a colossal it was previously engaged with from some angles, and reach models can easily continue to charge each other when engaged)

It also means dues who were further back can gain the charge bonus without screwing the guys already in melee who can just charge 0" and continue to attack the guys they're engaged with.

So a model with reach engaged with a Colossal/Gargantuan could charge it again and get the boosted roll if it moved at least three inches?

Its just more likely that models with reach will be able to do it because they usually have more room to work with.

While this is technically true, I believe it is physically impossible for a model without reach to ever achieve this, due to the fact that the charge fails if the enemy model leaves the charging model's melee range/front arc.

I know its possible for a non-reach model to charge a Huge base it was previously engaged with. But other than that it probably is impossible to charge the exact same model.

I can't visualize a clear 3" straight line that starts, ends, and keeps the Huge base within 0.5" and the front arc the entire time without intersecting the Huge base.

Please excuse my MS paint.
Small based model with 0.5" range starts in combat with a colossal (left). It charges and must end its movement closer to the colossal than when it started - within the green ring. It takes the blue charge lane, moving 3", and ending up ever so slightly closer than before.
I think it might work against large-based models with a normal melee range.
Reach models can do this even against small-based enemies.
