I suggest we change the current CAd so that instead of having a limit of TYPES of special units ( I.e fast attack, heavy support, elite) that you instead put a limit on the units themselves ( either 2 or 3 per cad)
For example: In the cad now the following would be impossible, but would be possible in the proposed change:
2 terminator squads & 2 sternguard.

However the following would be illegal:
4 terminator squads

Putting a cap of 2 on the units themselves and not the category discourages spamming and allows use of units that you would not usually see use because they're competing for spots in the cad.

Note dedicated transports do not have this unit limit.

What do you guys think?

It has 7 HQs, 2 Troop types with Dedicated Transports, 5 Elite units, 5 Fast Attack units, 6 Heavy Support units, 2 Formations with unique units not in the rest of the codex, and 2 LOW choices.

There is a format called "Highlander" that works similarly (except it caps everything at one), the problem is that some armies with very few good choices that have to be spammed to function (Tyranids, say) get boned and folks that have lots of great choices (Eldar) are still powerful. It doesn't solve much and it exacerbates some of the balance problems.

Balanced Game: Noun. A game in which all options and choices are worth using.

So the most broken spammed thing, Wave Serpents, is not affected at all by this?

It fixes wave serpent spam. What it doesn't fix is that the eldar codex simply has more good unit choices than other books.

So using a hypothetical matchup of eldar VS 'nids, eldar can avoid having any bad units while the 'nid player is prevented from using more than one flyrant (one of the few good units they have access to and often depend on to be relatively competitive).

That said, I still really like highlander. It encourages you to have a greater mix of units in play, and I often find that this leads to relatively balanced games. It just also makes it harder to play to theme for some armies or to run a horde.

Not it does not fix wave serpent spam. If you read his post, it says dedicated transports are not included in these rules. Wave Serpents are dedicated transports.

Then there would have to be a cap on certain types of dedicated transports as well. What do you think is a good number
3 or 4 maybe?
Putting a limit of on dedicated transports would also limit things like drop pod spam so yeah this could work.
Question: Do you think the limit should apply to summoned units? I'm thinking no, but want to know what you think.

Ah, thought you were referring to Anomander Rake's post and Highlander in general. Granted, some people play versions of Highlander where transports are unaffected, but making transports 0-1 can be fun too. Granted, it makes it tough for some armies (like dark eldar,) but it also leads to some interesting list building.
