As the new millennia dawns the armies of the Imperium find themselves in more warzones than ever before. Though the demand for manpower can easily be met the forges of the Adeptus Mechanicus have been struggling to make the ever increasing production quotas for the tanks of the Imperial Guard.To help meet the demand the High Lords of Terra have mandated a vastly increased production of the Rhino APC and it's introduction into the Imperial Guard.
Astra Militarum Rhino: 35 points per model
BS: 3 AV: 11/11/10 HP: 3
Type: Transport (10 man capacity), Tank
Wargear:
Stormbolter
Smoke Launchers
Search Light.
Special Rules:
Limited Deployment
Options:
The Rhino may replace it's Stormbolter with a pintle mounted Heavy Stubber: Free
The Rhino may take items from the Astra Militarum Vehicle Wargear list.
Limited Deployment:
Only up to 3 Infantry type units selected from the Astra Militarum codex may take the Rhino as a dedicated transport. Otherwise, the Rhino is a fast attack choice. Note that this restriction is lifted if a Techpriest Enginseer has been purchased.

What would you think about it being 40pts, probably instead of Limited Deployment? More options would be great, but being a little overcosted would make it a great flavor choice, without disrupting balance or changing the 'normal' aesthetic.

Reword the explanation.
With all the spesh marines deploying in drop pods and better lr, many rhinos sit around collecting dust. The high lords of terra mandate the reallocation of rhinos to astra militarum's use.

It's a cool idea, yeah, but I don't really see much point in it.
I mean, for an IG squad, the Taurox actually is better- it comes with the equivalent of a built-in dozer blade, has a twin-linked AC by default (instead of a piddly Stormbolter), and has twice as many firepoints.
The only real downside is that the official-GW Taurox model is one of the ugliest things in the history of miniatures wargaming to ever exist.
The upside is that it's surprisingly simple to correct said hideousness.

No firing points. Puny humans are too short to shoot out of the top hatch, and can thus only target things that are higher than the rhino, not things on ground level with it.

It also doesnt have safety belts becuz marines didnt need it. so when crew shaken and stun results in guardsmen suffering wounds.

That is... entirely not the point of what I said.
What I meant is: the Guard, practically speaking, already has a Rhino- it's goes by a different name, sure, but it's still a Rhino (actually, it's a better Rhino than the Rhino!). It's just that the model is one of the ugliest things imaginable.
To give them actual Rhinos is redundant to the army. It's cool, yeah, and I suppose you could just either go Unbound or ally in some Marine faction that can bring DTs as Fast Attack so that you can get some T4 meatshields as a bonus to a couple or three Rhinos.

Historically, the Rhino was the favoured transport of Commissars, so I could see them in a Guard army as a DT for a Lord Commissar, but otherwise, they're strictly speaking completely unneeded.

In a strictly competitive sense I agree that the Taurox serves Guard better than the Rhino. Hell, it's better than the stock Razorback for points. So I will concede to you that the Rhino would be a largely redundant option in the Guard codex.
