Using only these paints, could any of you provide instructions on how to make something somewhat decent?

The thing about 40k is that no one person can grasp the fullness of it.

My first thought is Mordians.

Actually my first thought is "Is this a riddle, or a genuine question?"

I would invest in a bottle of Nuln Oil wash, if you can spare the $4. It would add depth to your colors, and if you do pretty heavy washes, then you can highlight with the original color.

Well you've got blue and yellow, so that means you can also make green.

Adding increasing amounts of white to the colours will get you highlights, so you've got black, green, blue and yellow to play with for your basic colours on whatever models you've got - drybrush the metal over black for weapons (or thin down the black and blue to make a wash for the metal). Add a drop of black to yellow to get yourself a dirty colour for basing with.

Not sure if trolling so I'll fight back.
Finger paintings, butterfly prints or 5 killa kans.

If this is actually a serious post then we'll need some information.
Do you have any models, brushes or a basic understanding of how mixing colours works?
Blue+yellow=green
Red+yellow=orange
Blue+red=purple
Black+white=grey

A google image search has some basic colour mixing theory/examples of different ways to approach mixing.

Sitting down with a piece of paper and working through some of the colour wheels in real life is a sensible start to get you used to it.

Save up for a Mephiston Red!

Then you'll have 3 primaries red , yellow, blue.
Black and white
And a metallic.

With careful mixing you can make many colours, washes, highlights. As you find yourself mixing a certain colour often then it's probably time to invest in it.
Make a wet palette as it'll save paint and make your life far easier if you're doing a lot of mixing.

^ As Alex said, a wet palette is incredibly helpful. Plus, it'll extend the life of your paints a little bit longer.
