Thunderwolf Cavalry are the best CC unit in the game in my opinion, and because you can take so many of them in a Space Wolves list I voted Space Wolves.

A lot depends on the environment but no imperial force holds the title.

Again depending, but I'd say it's a toss up between orks, DoC, nids, DE in no particular order. Then honorable mention to certain marine chapters. Kmk is legit but it's really daemons at its core.

An army of kustom stompas with titan ccw could rival knights. 410 per stompa. Yep, there's gona be a bit fewer stompas, but they'll probably survive a few d hits with their 12 hull points and than finish off the knights.

Orks, any high save unit just drowns in dozens of attacks forcing save after save until they break. they may not have best skills but the sheer mass of attacks works

Interesting results so far, as I thought SW, orks, and daemons in tie for the lead.

I kind of expected tyranids to be higher up. I didn't feel like leaving armies out (except IK) so I most all of them in. I know Necrons aren't generally well off in CC but certain units like wraiths can help.

Harlequins come on people. How can you fight back if your already dead? The High Initiative of 6 on the most basic of troops, charging through cover unimpeded, hi volume of attacks, lots of ap2, running and assaulting, fleet, hit and run, and a 5+ invul. The best.

9xTroupes and a Master inside a DE raider with Caresses, they can kill anything they want in CC

Because if the Harlequins don't kill everything in their initiative step then they are done for. My Blob Guard handle Harlequins nicely as they cannot kill enough on their turn to avoid the return hits and not die with their T3 5++ saves.

I still default to Thunderwolves.

It's because Harlequins are anti-elites. They prey on those small elite units with their specific special rules. You got high WS/I? We got higher. You got AP2 or AP3 weapons? We got Inv saves. You got fantastic armour and resilience? We got kills-on-6's attacks and Hit & Run. But when you fight blobs of guys that are used to being outmatched, all those bonuses don't do anything. Unless the Guard fail their Fear test, the Harlequins might just get wiped out before they win combat.
