BREAKING: In a devastatingly critical report, a World Anti-Doping Agency panel accused Russia on Monday of complicity in widespread doping and cover-ups by track and field athletes during last year's Winter Olympics and other major events, and said they should all be banned from competition until the country cleans up its act.
WADA commission leader Dick Pound says Russia seems to have been running a "state-supported" doping program, adding, "I don't think there's any other possible conclusion."
The report claimed that even the country's intelligence service, the FSB, was involved, spying on Moscow's anti-doping lab. One witness told the inquiry that "in Sochi, we had some guys pretending to be engineers in the lab but actually they were from the federal security service."
In addition, the commission's report said the London Games were sabotaged because track's governing body and Russia's anti-doping authority didn't take doping seriously enough and allowed runners to compete who should not have.
The commission recommended that WADA immediately declare the Russian federation "non-compliant" with the global anti-doping code, and that the International Association of Athletics Federations suspend Russia from competition.
It also said the International Olympic Committee should not accept any entries from the Russian federation until the body has been declared complaint with the code and the suspension has been lifted. Such a decision could keep Russian athletes out of next year's Olympics in Rio de Janeiro.

I thought the entire point of an international athletes organisation such as this is that it's not supposed to make political decisions? Banning countries for cheating, sure, but not for being donkey caves in general.

Given that South Africa was banned from Olympic competition in the 1960s over their Apartheid policies, I would presume that they can remove other countries for a number of reasons.
That said, I would kind of assume that Russia is a big money contributor to olympic games, in terms of viewership and potential merchandising, so may get more leeway than they perhaps "should"? As bad as Russia is with their "we're not * really* cheating" programs, I have a feeling that China is far, far worse.
The only reason you don't see Canadians cheat is because we're just too inept to ever get away with it!

It will be interesting to see how other countries try to use this in their policies towards Russia, especially now that they have started taking a more active role in the Middle East.

I'm still waiting for North Korean steroid beasts to be unveiled to the world.
I don't think the IAAF will mind too much in track and field though. Any enhancements will be neutered by the wearing of wooden clogs or jute sacking.

Normally any sport governing body can ban federated associations for bringing the game into disrepute, which is a catch-all phrase that can cover anything not otherwise specifically forbidden.

Unfortunately, I think many of the Olympic sports have become "if you ain't cheatin', you ain't tryin" deals. The Jamaicans almost have to be dirty. It simply doesn't make sense that a population that small can produce that many world-class sprinters.
But then it's not like our own house is in order. We all cheered on Carl Lewis, FloJo, etc., right?
Although this thread did make me think of this old SNL bit.
