The Imperialis Militia and Cults army list seems pretty open-ended and fun, with provenances and cult hordes and alchem jackers. I have a bunch of Khorny dudes from the AoS starter set I might be able to finagle my way into 30k modelling-wise.

Does anyone run an army using this list?

I've looked at two variations to date, but only played with one.

A Cult Horde/Twisted Flesh list with all-the-dudes (seriously, like 300 Zealot Levy and some Ogryns).
See here

This list takes forever to set up and move (movement bases. Trust me) but it's truly terrifying once it gets close. You have enough warm bodies and rending attacks to run through legion small arms fire, take dozens of casualties, and still rip apart an astartes squad through sheer weight of numbers.

I would recommend Planetary Overlord and taking Master of Ambush, if only because you haven't the space in a normal deployment zone to deploy that many troops normally!

Also, if you see a line of Thudd Guns, panic.....

I can imagine that a Survivors of the Dark Age grenadier force would be cool, too, but it feels a bit too much like 'fake space marines'. You've got the firepower to match legion units but not the melee presence and you struggle with numbers.

The one thing that bugs me (a little) about the Militia list is that the troops choices are very limited. Whilst a legion list can easily spend 300 points on a well-equipped legion tactical squad - not to mention the options of troop choice breachers, legion terminator squads, etc, etc - and the Solar Auxilia troops come in Tercios of up to three units each, militia squads come one 50-point blob to a troop choice. Which means you run out of slots long before you run out of points.

According to Forgeworld, you can ally together Solar Auxilia and Militia, or two different Militia 'regiments', so you've got a bit of extra space in the allied detachment, but you still almost invariably find yourself trying to spend points by taking lots of leman russ.

Not a bad thing (they make for a damn-nasty firing line), but the problem is that russ battle tanks to me make it feel like a 40k guard army, not a 30k imperial army force.

If I was going to run a Cult Horde, I wouldn't overlook Mutant Spawn. They're fast, cheap and hitty, and note the difference to their random mutation compared to Chaos Spawn.

I ran a Cult Horde list with some Word Bearers allies at the Imperial Truth event in Cardiff this year - http://www.dakkadakka.com/dakkaforum/posts/list/659737.page

Primary Detachment - Imperialis Militia & Cults

HQ: Force Commander - Warlord, Cult Demagogue, Hand Flamer, Provenances: Cult Horde, Tainted Flesh - 130
HQ: Rogue Psyker - Alpha Psyker - 60
HQ: Rogue Psyker - 35
TROOPS: Inducted Levy Squad - +20 models, Auxilia Pistols - 80
TROOPS: Inducted Levy Squad - +20 models, Auxilia Pistols - 80
TROOPS: Inducted Levy Squad - +20 models, Auxilia Rifles - 80
HEAVY: Auxilia Malcador - Turret Twin-linked Lascannon, Hull Demolisher, Sponson Lascannons, Siege Armour - 295
HEAVY: Auxilia Malcador - Turret Twin-linked Lascannon, Hull Demolisher, Sponson Lascannons, Siege Armour - 295
HEAVY: Mutant Spawn - +6 models - 235
FORTIFICATION: Aegis Defense Line - Icarus Lascannon - 85

Allied Detachment - Word Bearers

HQ: Zardu Layak - 175
ELITES: Legion Terminator Squad - Cataphractii Armour, 1 Plasma Blaster, 1 Lightning Claw, 1 Power Axe, 2 Thunder Hammers, 1 Dual Lightning Claws - 230
TROOPS: Legion Tactical Squad - 150
FAST: Anvlllus-pattern Dreadclaw Drop Pod - 100
HEAVY: Deredeo Dreadnought - Anvillus Autocannons, Aiolos Missile Launcher - 220

TOTAL POINTS - 2250

Interesting force, but it DOES take a while to play. 120 crazy screaming goons can really eat up the movement phase! I got totally destroyed against Solar Auxilia, who had bought enough massive templates to cause a lot of damage, but the rest of the tournament they managed to hold their own. The idea was that the Mutant Spawn ran ahead, scaring people into shooting at them as the horde ran forward, and Zardu summoned in the backfield. Of course, in a lot of games the horde never made it into combat but the psychological effect on your opponent was pretty fun...

If they could get across the board, they would go through any assault unit. I had a unit assaulted by Red Butchers. They charge, kill a ton of guys, doesn't matter, pile in, all the RBs dead from rending hits. Move on. That was how a lot of the assaults went.

Indeed. Taking an elite-heavy allied detachment that outflanks or deep strikes seems quite sensible - you can field hundreds of zealot rending goons for just a few hundred points...

Wait. What?!
50 'bods for 100pts!?

Nuts. I would impose a movement time restriction on a game against that!

To be fair, most of my tourney games were fine with the above list - moving the blob is pretty easy as, since they are only ever moving forward at max speed, you can move the front and back ranks and shove the rest in between!

The games where we really slowed down was when BOTH players had stuff like this. Against another cult horde and Solar Auxilia we never got past turn two!!

Also note that it's not as bad as it first looks. Because the army gets a squad per troop choice, not platoons are tercios, you can't field the numbers their point cost would otherwise allow.
