So I really want to take this as a Lord of War, but since it's a CSM option, I have to take an Allied Detachment, correct? I.E. 1 HQ, 1 Troop

Allied Detachments don't have Lord of War slots. You'd need a Combined Arms Detachment, i.e. 1 HQ, 2 Troops and then add in the Lord of War. The minimal 1 HQ and 2 Troops would be as follows in terms of points...

This isn't terrible. It gives you two 10 man, objective secured units in the backfield plus an extra Psyker to help summon daemons... all for only 160 points.

It isn't, but that's 21 new models and a codex i don't have. In a friendly game, do you think people would care if I brought it in a Daemons only army?

If not, what about a kytan?
Daemons can take them normally as a LOW and they really aren't bad.
It's half a lord of skulls anyway.

I heard the Kytan is actually better than the Lord of Skulls, if only because it's a fair bit cheaper without losing much effectiveness.
Otherwise, maybe get a second Lord of Skulls, say "screw it" to being bound and just run both of them as an army with some supplementary daemons

That is true. I could say screw if and take it in an Unbound.
A guy is giving me a good deal on a NiB one and I always thought it was a cool model.

I'm pretty sure under the escalation book it states that lord of skulls can be taken by both chaos daemons and chaos marines players. I'm at work so not positive on this, but I remember having mine in my daemon army multiple times without houserules or allies.

The Kytan is roughly 300 points less compared to a stock Lord of Skulls. The Kytan has a good ranged weapon and is much stronger in melee +2 WS and +2 I is initiative are huge. If you want a ranged weapon platform I'd go with the Greater Brass Scorpion.
As far as using the LoS in a pickup game just make sure to explain everything and if the other player is okay with it you're good to go.

While the Daemonkin specifically has the Lord of Skulls as a Lord of War, the Escalation book is the source for Chaos Marines and Daemons, and IIRC either of those factions can use it as a LoW. The Kytan is darn good but 3 less HPs and vastly less firepower. I also like the Thunderblitz tank shock potential of the LoS versus non vehicles. Yeah it can't stomp but the hellstorm and skull hurler make up for it against mobs of grunts. Plus if it takes damage it gets more attacks! Coupled with Belakor and a Grimoire, good times
