Subject: Which player is designated as the "Attacker"?

There is a rule in the DKOK Assault army which can be triggered if you (the DKOK player) are the "attacker" and are playing a game of 1,500pts per side or more. I've looked in the BRB in the index and the Mission section to try to find where and when a player is declared the "attacker" and had no luck. I also did some web searching and what it seems like is that people are saying "any time you are in a 1,500pt game or more, you can use this" and don't mention anything about being designated the "attacker".
So! I ask, when is a player designated the "attacker"? Thanks!

So how do I use this rule currently? It seems like everyone is saying it is available anytime in a 1,500pt + game and nobody is correcting them. To me though (and I hate to say this) RAW says if you are designated as an attacker. Since this no longer happens, it would seem to me that you can't use the rule. What am I missing?

Could always house rule it to make it that where it isn't stated, the person taking the first turn is the "attacker" as he is theoretically delivering the first blows on what is at that point an entrenched "defender."
But yeah, you've got a rule that is a bit outdated and basically does nothing. And that sucks a bit for you.

It seems from my search that there are several guides, tactics, lists, etc (even in 2015) where literally all of them either use forlorn hope or say it is available. What am I missing? Automatically Appended Next Post: Mentions of forlorn hope works/is available:

The list goes on and on, really. Any mention of forlorn hope since June 2014 (7th edition release date) has it working as if it is something you can chose to get without any requirements.

You can use it in any game over 1500 points provided the game-type is a format that has a defender and attacker. Planetstrike missions use that format and so do some codex missions (Alter of War missions I think). If you're playing a game that doesn't have an attacker and defender it sounds like the rule does nothing.

Maelstrom and Eternal war missions from the BRB don't have attacker defender designations that I am aware of.
However there are some missions found in campaign books, Stronghold assault, or supplements that do have them.

None of the "standard" missions presented in the BRB have an attacker/defender demarcation. Plenty of the other, currently available missions do make such a distinction. If you play one of those, you might be the attacker and your rule would have effect. Otherwise, it would not.
