So ive been toying with the idea of making a few (3) but what im concerned about is what i should count them as? Im thinking predators maybe even land speeders as they are hover but im just curious what should i use them as? another question would be would you allow them on your tabletop?

We'd need either more of a description of size and armament or some pics to make any sound judgment.
Really though, you should be going by size and weapons to determine that. If it looks like an astartes tank with standard GW (or close enough) weapons to be obvious, then go right ahead. If you have something that's the size of a predator with an autocannon and lascannons, but play it as a speeder...that's where you'll get a few raised eyebrows.

There is a difference between being a low clearance hover vehicle and a Skimmer. Skimmers are halfway to being a helicopter, being able to move over buildings as such. Low clearance hover like in that tank or our current hovercraft tech, would be fine as just a basic Vehicle.

I have built several Hover Tanks for my IG.
An Exterminator and a Chimera, neither uses the skimmer rules and just plays as a normal unit of their kind, except for having a built in "Dozer Blade" (which I pay for in points of course).
As noted above, fluff wise a skimmer can practically fly, floating around and over things like a helicopter.
But a Hover tank like most people think off only stays a few feet off the ground and no more.
Playing as a Predator would be just fine if they are armed as such.

You might be better off using them as Land Speeder counts-as.
There is a FW variant that is better armed/armored that might be closer to the old Grav attack vehicle.
Relic Javelin is the name IIRC.
