I wrote a homemade one at one point, but I'd honestly recommend running off the Ultramarines'. They're pretty Codex-compliant on the field.

Ultramarines is your best bet. That way you can use a Counts-As Tigurius to represent a very powerful Librarian, which the Blood Ravens are known for. The Chapter Tactics are pretty basic, so you don't having any glaring issues with representing the Chapter.

I'd have gone Mantis Warriors in 6th. Cover didn't slow them down terribly in DoW, they had better Librarians, and the slight melee bonus made sense for how aggressive they played in the game as well.

Outer Space, Apparently

If I did play with mine, I'd use the Angels Revenant Chapter Tactics, since they best suited Blood Ravens that fought in the Kronus Campaign and who have just emerged from the aftermath of the Aurelian Crusades.

I would go with Ultramarines. Blood Ravens are codex compliant in both organization and battlefield tactics. They are also not noted to favor extremes in anything just like the Ultarmarines. Ultrasmurfs also have Tigerius who would make a great character for the Psychicly adapt Blood Ravens.

I use numerous special characters, but on the off chance I'm not, I pick whichever suits me, as I say they have had the foresight to pick the most appropriate style of battle for their force and foe. If I waned extra psykers there's the Conclave (if I had the psykers that is but I don't)
