Restrictions:
The Warlock Conclaive must include between two and five models. No Warlock may select the Skyrunner option. The Avatar and the Warlock Conclave are treated as one unit, and may not break separate. No other models may join the Spear of Khaine unit.
Special Rules:
Warlock Bodyguard - Whenever the Avatar of Khaine is targeted, a Warlock must attempt a Look Out, Sir! roll.
Psychic Choir - While at least two Warlocks are alive, all Warlocks may re-roll their Rune armour save.

2 - Entirely - The removal of the sky runner option makes the warlocks have to foot slog with the Avatar, as would be expected in the description above. The only other option is spears/swords, which is completely normal for a Warlock.

1 - Mostly - Seeing as the Warlock unit is a Body Guard for the Avatar, the "Warlock Bodyguard" special rule makes sense. The "Psychic Choir" special rule makes sense in name, but the actual effect is more to make the unit competitive.
Gameplay/Ruleset (Max 6 points)

Compared to a Warlock Conclave and Avatar of Khaine as separate entries:
"Pshycic Choir" Special Rule - re-rolling rune armor saves is nice.
Warlock buffs on the Avatar. Most are useful, none are game-breaking. A couple are useless.

Warlocks are not able to take the Skyrunner option.
Warlocks may not leave the Avatar's side.
Warlocks MUST roll for Look Out, Sir! This forces the player into options they may not want to exercise.
The unit may not be joined by any other characters.

One decent buff, and one slight buff. In return, the unit gives up the Sky Runner option (normally, their only competitive option), are forced to follow the Avatar everywhere he goes, handicaps the players options, and cannot get buffs from independent characters (like an Autarch with a Banshee Mask).

Warlock Conclave's and Avatars are among the weakest units in the Eldar Craftworlds codex when compared to their respective Force Org competitors. Brotherhood of Psykers and high point cost makes warlocks handicapped. The Avatar is a much weaker choice to a Wraithknight. The benefits of this formation are minor, and can be easily countered by using large volumes of low strength fire to tear through the warlocks, followed by any AP3 weapon to destroy the Avatar. They have no options for mobility, unless the Warlocks get a lucky roll on Sanctity.
