Long story short, I wanted to make a custom miniature of a Word Bearer preacher using a servo-skull to amplify his prayers.

Except my friend suddenly tells me: "CHAOS DOESN'T USE SERVO SKULLS! ONLY THE IMPERIUM HAS THEM!"

So who is right? Me or her?

EDIT: by the way, I posted this in the wrong forum. I meant to write it in the Background section. I'm asking from a Fluff point of view, not from a Codex / rules PoV.

They have them for a very short amount of time until they get possessed and turn into daemons...

The Dark Mechanicum probably would, but they might be made of xeno skulls, have things growing out of them, be run by a sentient AI, be possessed...

I'm getting a mental image of Bob the Skull from the Dresden Files caddying a megaphone around for the Word Bearer while muttering sardonic remarks under his breath. It's an amusing one.

You are correct. Chaos has virtually everything the IoM has, after all they use to be part of it, when they left they took all their gear, and they continue to raid the IoM for material, supplied, whatever they need.

Servo skulls and servitors have less use for Chaos in the warp, they can get lesser daemons to do pretty much wahtever they need but that doesnt mean they dont have them it just means they have other things that can do the same task. Some CSMs do not like daemons or do not have access to them. The night lords, iron warriors, and alpha legion come to mind as those that might rely heavily on servoskulls and servitors.
Word bearers love daemons though, but there are a lot of word bearers and at least a few of them are going to eshey daemons for some old fashioned lobotomized humans.

There were Chaos servo skulls in the game Fire Warrior.

In the Word-Bearer trilogy there were some things floating around like servo skulls doing exactly what you are talking about. They called them something else though and were described as twisted and grotesque, corrupted versions of servo skulls..
I can't for the life of me remember what they called them and I'm not at home with my book on the shelf.

They were Discord amps (or something to that effect), basically corrupted servo skulls that torment and sap your will to live, brainwashing you, and amplifying distrust, jealousy, and hatred for your former life as a menial pawn of the imperium that has betrayed you.

Couldn't remember if it was the Dark Apostle books or Storm of Iron....

Choas has anything you want them to have. That includes servo skulls.

This is your hobby, not anyone else's. So feel free to create anything you want to.

You could even get creative with servo skulls for chaos like flying daemon/gargoyle things etc.
