Building an army, just hoping I'm on the right track here. Total noob, just want a decent army I can play casually at local hobby shop. Let me know if I'm going in the right direction.

Chaos Lord - 100pt
Power armor, Power Fist, Combi melta
Terminators - 155pt
3 Lightning claws, 2 Combi Bolter, 1 Combi melta
The champ has Chainfist and Combi Bolter
10 Man CSM Squad - 238pt

Your chaos lord is very slow for movement and is striking last in combat with only his 3+ armour to protect him - He's as good as dead against anything even remorely decent at combat. Get him a jump pack/bike/steed/transport to ensure that he can get into punching range quickly. Bikes or steeds are advised since they increase toughness to 5 where krak missiles and power fists won't instant death you due to being double your toughness.

Terminators are generally pretty bad, don't splurge out on lightning claws when they already come with power weapons (and by power weapons, they should probably be power axes or a mix of axes and mauls) and you should be taking a combi melta or plasma on every model you can. Don't mix combi weapons either, all melta or all plasma.

The CSM squads are fine, but the extra CC weapons and the powerfists are a point sink at 1000 points. Decent enough for a casual game though, and a rude surprise for people who expect toothless tacticals.

Raptors should take 2 of the same special weapon, which should almost always be a melta gun. There's really no reaon to give the raptor champ a combi bolter since they can't charge if he fires it and everyone else has 12" range pistols/meltas so they should be running, not standing still to fire a single bolter shot.

Havoks with las are fine, if a touch expensive. Autocannons are the usual choice for keeping them cheap but effective, but lascannons do pack more punch against hard targets.

With the given choices, I assume that you're aiming for a Warband/Iron Warriors Great Company? If so, you should definately find the points to take a single spawn and get the whole detatchment benefits.

You've got 63 points to play with, so you can put power weapons on your marines and a fist on the raptor champ or you can take another 2 spawn to bulk up that squad, you could change the lord to a bike (I advise that you do since +1 toughness is definately worth 5 points), you can upgrade the havoks from autocannons to lascannons (try not to mix weapons here either, keep them all the same so you're not wasting shots shooting at things that don't make sense) or you could add more raptors as ablative wounds for your lord. Lots of choices for those remaining points, but if you do nothing else, please, please find room for an aux choice, that 30 point spawn adds so, so much to the warband.
