As it appears to me the main problem with Guilliman is he has no ability to join units or move quickly.

with special attention on the designers note can I build a "vehicle" Using the SI pieces and power it with a Lib Conclave for Guilliman to assault out of?

Ruins - 20pts
tigurius - 165pts
Lvl 2 Libby 90x2 = 180pts

I build the Ruins like a tank, add some tracks for effect stick the conclave in the back, Grandaddy smurf in the front. (maybe add some weapon servitors and a techmarine for +1 cover) and roll everything on Geokenisis to land shifting worldscape.

365 points, blocks LOS, 3+ cover, 24 inch movement per turn possibly devastators, and Big Blue can assault out of it!

Is this RAW acceptable?

Well... the official model has very little space for a model to actually stand on (the balcony) and no base, so I'd say you're risking a claim of modelling for advantage if you change the design to allow more models to stand on it. I think you're better off using one of the tree stands. Might be even cheaper and you could always model up some sort of teleporter array instead of the trees to have it make more sense.

90% sure Robby G. won't. I think his base is too wide and he's too tall. He could stand on one, but then you're adding distance for him to climb off of it. Those containers are surprisingly small.

they use the rules for scratch built terrian. I don't think there are vehicle rules for scratch built

It's easy to assume that people arguing an interpretation you disagree with are just looking for an advantage for themselves... But it's quite often not the case.

Aren't fortifications terrain pieces that you deploy on your own?

If so, you could use Fortress of Redemption, slap Baneblade tracks on the sides and enjoy your loyalist Battlewagon.

Or, if you want something smaller - the Imperial Bastion or Wall of the Martyrs bunker will fit Girlyman and a couple infantry models on the battlements (with the bunker also having carrying capacity for, say, a unit of melee doods to assault out of it).

[Edit] not sure if you can move fortifications with the spell. But who cares. You are free to put models together in a creative matter there are even alternative methods suggested in the build guide, and the model will surely fit in some of the non alternative builds especially if you base them.

umm, if you want to legally have a transport for Gulliman to ride in, you have to get a Super heavy transport of some kind, since thats the only thing that MCs can embark on. So something like a Stormlord or a Thunderhawk.

You can't turn a fortification into a vehicle. And even if you could, it doesn't allow you to make it a Super heavy vehicle, which is what is necessary for a MC to embark on.

Some Super-heavy Vehicles may allow MCs to embark but that's not a standard rule.

OP is not trying to turn a Fortification into a vehicle, rather use the Shifting Worldscape power to move a line of sight blocking terrain feature which Guilliman can charge from.

Correct. I am attempting to build a legal, purchasable piece of terrain that LOOKS like a vehicle/teleport pad. I am not trying to scratch build a vehicle.

If you model it like a vehicle (modded salamander maybe) in a parking lot, then it makes sense both as cover (hiding behind the parked car) and as a vehicle (driving the car to a different parking lot).
