So I'm needing some black exhaust clouds to billow out of my ork vehicle. But I'm having trouble finding anything that could work.
All I can find are white cotton balls and white pillow stuffing.

Does anybody have any idea how I can buy/ make black clouds?

Green stuff, naturally. Sculpting billowing smoke is definitely in anyone's skillset, even novices.

Are you looking for a more 'solid' form or are you open to the cotton style solutions you mentioned?

mostly I was looking for the fluffy cotton style. I don't think green stuff would work with what I was looking for.
Mainly, I was wanting a lot of smoke pouring out of two smoke stacks. The amount of green stuff I would need would be too expensive (I think) and too heavy.

Perhaps steel wool as you'd find at painter/decorator suppliers might work.

Clump foliage glued to metal wire and painted black is a good way to go.

By foliage, are you guys talking about some kind of games workshop product?

and yeah, I think that's about the look I'd want.

Also, are there any tutorials you can point to to get that look?

By foliage they mean a product made to look like foliage of a tree. GW doesn't make em but most hobby shops will have some.
Or just do a quick google search for modelling or miniature foliage. It's also great for making plumes of smoke as wrecked vehicle markers.

This tutorial is for the aforementioned vehicle marker but the same process will work for exhaust.

A cotton ball with paint and Elmer's on it.

Mix a LITTLE of the Elmer's white glue with the cotton strands, and either one of two ways, the paint/ wash in the glue, or after it is glued.

This will look much better than the cotton ball method if done right. Look online for guides, as this is a common thing done by scale modelers for dioramas and wrecked tanks/vehicles.

You can buy the bags of Woodland Scenics foliage in differing textures and colors in hobby/craft stores that have a model train section. Get the coarse kind, glue into clumps, spray black and a nice little black cloud you have, my friend!

Clump foliage looks nice for explosions, but for exhausts and general smoke I like the look of steel wool more because clump foliage lacks the wispy look that regular smoke and exhausts typically have.

Steel wool can often be bought from supermarkets in the cleaning section, just don't buy the stuff that has soap in it.

Also when you're done making models you can use it for this...

Nobody has mentioned this, but there is a company that does some of these effects in resin products. Look up Armorcast in their Cinematic Effects line.
