For the sake of a story, lets say you were in an event that offered additional prizes for finishing in the top 25% with an army partially predetermined by what you draw out of a hat. Lets say you did that and you drew 30 Flash Gitz with Ammo Runtz, Badrukk, a Mega-Armored Big Mek with KFF, a Painboy, and were granted 5 Command Points. You also were given some restrictions, you may have no transports except one trukk (and Naughts), and can bring no additional Flash Gitz. You find out later that only one other went with armies from the hat, meaning you will likely play against a typical competitive field. Your list is currently 1210 points, and need to build it to 2000 points of Orkz. What type of support do you bring with you? What strategy do you play for Malestrom? Eternal War? What type of games do you think you can win? Bonus internetz for not appearing to complain about Flash Gitz.

I'll start by saying you are probably on the back foot from the start. But if I had to go with something like this I would want to take a few weird boyz, to use Da Jump on the Flash Gitz, Probably 2 max squads of Storm boyz to apply pressure to the opponent, 3 Kommando units (2 burna, Nob), and a squad of Gretchin to hold down a home objective.
My question is are the 5 CP in addition to the 3 base + detachments?
If so I go with
Spear Head
Weird boy
Badrukk
3 x 10 Gitz
10 Gretchin
Vanguard
MA Big mek
Weirdboy
3 x Kommandos
Pain boy
2 x 30 Storm boyz (nob, big choppa)
not really a fan of needing to take the pain boy and MA big mek as I don't think they add much to this list, but with 10 CP The Stormboyz and Flash Gitz can apply some pressure to an opponent. While the characters try to capture objectives etc.

Ouch! Thats quite the restriction to have to have no transports other than the one. Well, Flash gits barely get any benefit from cover, so you can completely ignore terrain and just march up the table into range under the force field bubble. it's probably not going to end well, most opponents can take out a 30 boy squad in my deployment zone under the force field in one turn, so that doesn't bode well for the same number of wounds in a flash gits unit that are way more expensive than boyz. But I suppose if they spend all their shooting takign out one unit a turn you might last long enough if you fill the rest of the list with other things to get in the way and stick around til lthe end of the battle and maybe claim some objectives.
Did you already own 30 flash gits? I can't imagine anyone having 30 already, nor buying that many just for increased chances at prize support. Even in the heyday of 2nd /3rd edition when klans were almost a thing I don't remember seeing that many flash gits at once.
Stuff to bring: I'd say skip the trukk and any other vehicles entirely. Since you already have 53 of 63 models that have to walk, you might as well go all in on footslogging and diminish/deny as much of your opponents anti tank as you can. My suggestion would to be to fill out the rest with boyz boyz boyz. I can think of two version of that:
zhardsnark(for some reach out and anti tank someone)
zagstruk
2 x 25 strong units of stormboyz w boss
29 orks with boss
(you can drop some boyz/stormboyz for big choppas, but its probably better to have more models in this kind of list).
or
Zhhardsnark (for anti tank and letting boyz advance and charge)
3* 30 boyz with boss
1 * 22 boyz with boss
Both of these lists leave you really short on antitank and anti flyer, but with 1200 pts already spent on shooting that wants to target elite infantry, I think the best all around solution is abazillion attacks and lots of bodies to keep you on the field.
One last alternative but might depend on your collection a little more than boyz/stornboyz: you could spend that remaining amount of points on :

29 boys with boss
3 units of 4 kannons each(12 total).
that ups your anti flyer/anti armor capabilities(12 shots/6 hits/ 3-4 wounding hits against t 7-8 for 1d6 each), though not so great at anti infantry(12d6 frag shots only averages 36 shots, 18 hits, 9 wounds against t 4, but its there and you could roll above average). If you don't have as many gun models you could do 6 or 7 KMKs which average about 18 shots/9 hits/4-5 wounding shots against t 7-8, at d3 damage each).

Not too interested in the "challenge" but I love my Flashgitz. Fielded a mob of 10 w/ full ammo runts and 'Da Jump'd them across the field and tried sniping out an exposed Ynnari HQ (Yvraine and her Visarch pal).
They were able to cause 5 wounds which were spread between the two, due to the Visarch's body guard ability.
The gitz then failed the 9 inch charge even with the re-roll. Then then proceeded to have all their runts blown away in the shooting phase and got counter charged by Visarch and a Solitaire and wiped out. (only having a 6+ save and 2Ws is almost useless)
Disappointed - I rebuilt the squad using 'Nobz' as the base.
10x Nob - Kustom Shoota, Ammo Runt, Power Stabba
Cost ~ 280ish
10x Flashgitz w/ runts
Cost ~ 310ish
Like what am I paying for over the Nobz? Worse save, worse CC, to get a 1/6 chance to shoot again with -2 AP?
What sort of targets should the Flashgitz be targeting? Just space marine squads? Can they reliably kill back their point investment?

Kaptin Badrukk could be a good idea for this list but the restrictions are absolutely insane to be honest. I wouldn't have bothered.

Smaller support units around a large mob of boyz could work. They'll benefit from the Leadership boost, so moral won't be a problem.
Hopefully the large mob will be seen as the bigger threat.
