So where in the rules does it say what size bases to use for different models? Regular infantry like Tac Squads & Assault Squads, Primaris Marines, Terminators, and infantry HQ choices like Space Marines Captains & Chaplains?

I'm looking at buying the Varguard Vets box set so I can have 5 nicely equipped models that I intend to use as the HQ choices for my SM detachments (for WAY cheaper than buying Captains & Lieutenants separately and having to source Jump Packs elsewhere). But I'm fairly sure that Space Marines infantry HQ choices are "suppose" to be on larger bases that regular infantry models. But where does it say in the "rules" what size to use?

Also, didn't 8th Ed move to larger bases for regular infantry? Or am I misremembering something I read somewhere? And if regular infantry ARE suppose to be on larger bases now, does that mean the Tac Squad box I buy might have the "wrong" size base in it?

In short, the rulebook doesn't say anything about base sizes. In fact it doesn't even require you to use the "correct" model to represent a datasheet, only that you use a Citadel model. As far as the rules are concerned it's perfectly legal to use a Gretchin as a Warhound Titan.

Use whatever bases you want. If your opponent complains, they have no rules basis to fall back on, only the "social" standard of using what base it comes with or the latest base.

Rule of cool (and practicality) applies. Terminators shouldn't be on 20s for example since they won't fit, but if you want to use bike bases for your heavilly converted Stormboyz who look like they're literally rocketting up the field on a trail of fire and smoke, go for it.

That said, most opponents are pretty cool with most things being on odd bases if asked as long as it's not being done for a clear game advantage (like putting an IG officer on a bigger base to increase his order range). That said, if you're playing competitively turn pictures of all conversions into a TO well before the event to get approval first.
