OOC: It's Stitch, from the show Lilo & Stitch, wearing a commisar suit, which certainly made my day when I first saw it. Long story short, Stitch is practically invincible to any means of murder (bullets, fire, electricity, etc) and inherently evil in ways. A quick Google search can find a wiki page about him for any other info. (Sorry for the length, hope this helps)
