OK, serious question here (and not interested in the Aggressors or Centurions alternative).
What marine chapter is the absolute best for taking terminators en masse (if one wanted to make a Vanguard of terms only, no dreads, LRs etc. Say a Term character and 3 units of terms). This can be any form of terminator, including Deathwing Knights. Who truly does it best (not counting Deathwatch mixed units)?

Maybe Salamanders.
+1 Saves vs D1
+1 S and unmod 6 to wound makes fists S10 2D3 damage or TH D6
+1 to wound
Can be made untargetable with the right positioning
Lots of CP though. Otherwise IH for FNP or maybe WS for charging.

I don't know which chapter is the best but I know Assault Terminators can straight up murder a ton of stuff. I think I calculated that a 10-man TH/SS squad can kill 4 Knight Gallants in a single round. I forget the buffs, but I was using the UM supplement.

Yeah, but that could be done by the BA-Deathcompany or Vanguard Veterans, too if equally equipped. The Problem is the stayingpower, especially against Mortal Wounds and small arms fire combined with a relatively high price. Got both DC and TDA (40+ Models each) and usually don't find the pointinvestment to be great.
For Style always Blood Angels, Grey Knights or Dark Angels.
And of course Allarus Terminators for my Custodes. B-)

Black templars is the best. You get a good chance to charge after deep strike. Its like almost 80% success chanse instead of slightly above 50% without using CP. Also you get a bonus defense against mortal wounds wich is a huge weakness for termies.

Seems like 2W and a 2+ makes for better staying power vs. Small arms and Mortal Wounds specifically.

Plus Fury of the First and Scions of Guilliman gets you hitting on 2s and re-rolling 1's. Squad Doctrines helps you out too if you're looking at the Assault Phase in particular.

Salamanders.
At base, they ignore ap-1 weapons that are very common to use against terminators to force them into their storm shield save. Now, they still get their 2+ save against heavy bolters and many other ap-1 weapons.
They also get to re-roll a hit roll and a wound roll each phase, which saves you a LOT of command points in the long run.
Tack on the Tactical Doctrine under salamanders and now things like Heavy Flamers and combi-flamers and combi-meltas are hitting even harder.
They also have access to some amazing stratagems, including one that gives you +1 to wound in the shooting or fight phase. That alone is incredible, and turns power fists and thunder hammers into knight-deleting machines. Also excellent for basic stuff like storm bolters to get lots more wounds out.
So, more durable, more deadly, and can ride in a Redeemer that also benefits from all that Salamanders goodness.

For loyalists it's white scars. Adv and charge with 3d6" with other tricks like consolidate up to 6". The +1 damage is gravy. Without the extra threat range terminators are too slow and unreliable at assaulting from ds without further support.
Also shout out to wolves! Plasma termicide or alternately the absolute cheapest bully squads available plus mix and match weaponry no other loyalist has access to.
Heretics may still have the best though.. Double tap plas, most inherently durable BL, and of course SOT.. All with votlw.

Loyalist-wise it has to be Black Templars now, between the warlord trait giving +1" to charges and the free rerolls you've got Terminators that can actually get into combat reliably on turn 2 and then consolidate 6" through the use of a Stratagem.
Slaanesh plasma probably kicks everyone else's ass though (appropriately  ).

2nd edition wolf guard. A squad where every single model carries an assault cannon and cyclone missile launcher.....
If every model ripple-fires all 12 krak missiles in one go (yes that was an option) and full sustained fire the assualt cannon (getting ~ 6 shots at a power roughly equal to more krak missiles) and misfires will kill a fair number but they could basically exterminate a 2nd edition 40k army in a single shooting phase.
