Tau. I had been into Eldar throughout 2nd edition as they had the only aesthetic I enjoyed. But I didn't like their arrogance and self-importance. When Tau dropped everything clicked, finally a faction whose constituents had more than 100 IQ without being some sort of maniacs.

The Mechanicum. We are not here to coast along shouting ideological slogans into the dark and occasionally blowing up planets because we're terrified of the unknown consequences of not blowing them up, we're here to fix things and maybe figure out how to build things. They seem to be trying to make things better in a galaxy where everyone else has thrown up their hands and said "meh, we're all f***ed anyway, let's burn the place down/eat it all and move on."

Maybe the mortal followers of Nurgle? Hence the little reference in my signature.
If a supernatural entity came up to me and offered to take away all my pain, take away my fear of death, and grant me absolute unconditional love and acceptance, with nothing demanded of me but my acceptance of the 'gifts'? Yeah, I'd find that offer pretty hard to refuse. Sure, I'd become some weird gross hag thing, but I'd also be in a state where I didn't mind, and have lots of friends anyway, right?
I like to say that the only reason Nurgle isn't the most benevolent entity in 40k is because the dude doesn't understand or respect consent. No means no, Grandpa N!
I also relate to the Imperial Guard. They're just regular humans trying to struggle through another day, just like all of us. And it helps that they're a human faction that aren't All Male, All Religious Fanatics, or Mostly Machine-And-Logic-Worshipping Cyborgs Who Literally Replace Parts of Their Owns Brains With Computers.
The Orks, Aeldari, and Daemons have far too alien a mindset for me to really relate to. I find Drukhari and Orks a hell of a lot of fun, but I can't really relate to an almost completely sociopathic and sadistic culture who genuinely don't understand the concept of why anyone would ever care that they've hurt someone else (the Drukhari response to the rest of the galaxy explaining they're being  is basically a collective shrug and "so what?"... and that's just for other Aeldari! For other species, it's "they're just barely-sentient vermin! Who CARES how we treat them?!"), nor to a species who see war and violence (and fast cars) as the be all and end all of existence, and genuinely don't understand the concept of other species not enjoying it ("If da 'umies don't like a good skrap, why dey keep on wit buildin' all dem posh forts for us to krump?")
(Though I do relate to liking fast cars)
That just leaves Necrons and T'au and the worshippers of other Chaos Gods and… nah. Except for Slaanesh. I'm a former heroin addict, so… I can definitely understand the downward spiral of pursuing sensory pleasure… but still don't relate to it as much as the sort of depression / escapism stuff that leads people to Nurgle. Even my addiction was more about giving into despair than pursuing pleasure. Slaanesh worship is really more a cokehead kind of thing. :-P
As for what factions I LIKE the most, that's Drukhari, Orks, Adepta Sororitas, Adeptus Mechanicus, and Astra Militarum, with Blood Angels, White Scars, Salamanders, Emperor's Children / Slaanesh, and Death Guard / Nurgle as additional contenders (various aspects of Astartes block my enjoyment a little bit). But which factions I like is almost entirely about aesthetics and fun, not relating to them.

Chaos Space Marines in general. I think everybody has some sort of motivation or goals or their own driving them, not just taking orders from someone sitting so high up you will never see them really.
Chaos Spare Marines in generally is just doing what a whole lot of people in general would do if they had the means to. and by that I mean being genetically modified killing machines with spare faring tech

Orkz are probably the easiest Faction to relate to. They enjoy the simple pleasures in life and don't concern themselves with a lot of the stressors we experience in our own lives. As violent and brutal as they are, they have an enviable ability to derive enjoyment from the little things. Give an Ork a fight, a fast car, and a good gun and he'll be happy, and that level of contentment is something I think we all wish we could have.

They're definitely the ones who are most similar to the mentality of playing 40k. "WOOOO! THIS IS FUN! DAKKA DAKKA DAKKA!"
Though Trayzyn is probably the most similar to COLLECTING 40k. He literally has display cabinets of Imperial characters.

interesting question.
ill go with the obvious but not the one i relate with most first. every human-or mostly-human organization in the imperium, primarily the IG and the Sororitas i find relatable.
mostly because it's different paths of a species that for once unlike when other settings say it, IS actually under threat, and how they react to that. yeah, marines can be fun and whatever, but the struggle of the normal humans is for once interesting to me, when in most settings i go to it's the last thing id pay attention to. when i look at these forces going to battle, for once i feel like actually cheering for humanity in a story.
With the IG it would be the above full stop, but with the Sororitas, My favorite part was all the religious connections i saw and the red tape about their existense. i know it's already been exemplified by other factions, but faith and the power it wields really drew me to them in specific back when. like any canonicity though, things change.
im finding myself more partial to factions elsewhere. in the realm of chaos i find a connection on a minor level to all 6 (i do count extra) of the chaos gods, but primarily to nurgle and the great horned rat (and today is fittingly enough when i bring up great horned rat day. Merry great horned rat day everyone.) as to how i could.. well, how couldn't one if you partake in the concept of them all playing to a portion of the psyche? like all things, they just are taken to far.
over to the xeno, where my boats begun to anchor in recent years. with the Necron i can understand the concepts of these awakening beings trying to reclaim what they have lost, especially after all that happened to them, deserved or in some cases not. ever since the lore changed to give them the ability to think again, it's been all the easier for me to relate to and like the necrons, despite their role in whats occured.
The Tau. the way they appear to me makes me like them overall, but the control exerted over them by the ethereals bothers me based on what i know to the point that i dont relate to them like i do other races from a certain point of disgust right there. doesn't stop me from making my own little patch like a not-farsight enclaves though, and also, the enclaves exist, which is more my speed as the ethereals have gotten more and more worrying to me.
but my #1, by far... is the Orks.
not only one of my favorite races in terms of design- with them and the GSC running a near scrap-yard, but the orks i find relatable because of their simplicity and how much of them is wrapped up in a bow. I can get into their thought process and it's a welcome break from the rest which can annoy sometimes. for them war is fun, and since this galaxy is "unending war" they are having a howling good time with it! and why shouldn't they, they were designed for just this!
war means more loot, in teef,machine-y parts, and whatever else to make cool tings with. it means a chance to prove yourself, and the stuff you got from the time before. if they had the trappings and concerns the other races did it would be like an utter mess, but they just don't because of their mentality. that to me is as freeing as zooming about in the dunes in a wagon. or alternatively gettign eaten by a REAL big squig. with equal parts panic implied.
if taken down to their lore alone, Orks are by far my race of 40k. main reason I rarely look at building them was scale, and a focus away from shooting I don't even know is so true anymore. but when everything else lets me down, a good ol WAAAAAAAAGH doesn't.

I think were it not for the self importance of the more "intellectual" factions I would find them more relatable. I like the Thousand Sons and the Harlequins and sometimes the Craftworlders. I enjoy how these factions play out as some of the only stewards and guardians of knowledge, dangerous or otherwise.
I consider myself to be rather humble in my relations with others. I love imparting knowledge on others and take pride in my expertise, however i never lord it over others. I don't treat others as lesser to me, but rather everyone is equal in ignorance until someone or something comes along to lift that veil.
I think I relate mostly to the followers of Slaanesh. The way the Emperor's Children pursue excellence in many things, including art, music, and warfare. Cults stretch from the lowliest of the low to the highest of the highborne because everyone is dealing with their own demons (figuratively) and seeks to escape in some way or another. Being a "deviant" as society would label me is only a minor reason why Slaanesh is an appealing faction to me but it doesn't hurt the appeal that gender and sexuality are much more fluid in the followers of Slaanesh than anywhere else in Warhammer.

There's factions I enjoy playing more than others, there's factions that I like the models more than others, & there's factions I'm better at playing than others. But that has nothing to do with relating to them.

Yeah we all know its grim dark, negative Nancy. The factions can still represent concepts in an idyllized view. Such as honor, determination, acceptance, faith, preparedness, or enjoying life without worry. Let people enjoy their little plastic soldiers and try to have a little bit of fun in your life.

Commonality isn't required for relatability. I don't hafta have blue skin to think mech suits are cool as tits. I don't hafta be a fungus person to like to go fast. You can relate to certain aspects of a Faction without sharing all that much in common with them.
