In the lore or game? Assuming you mean game.
Honestly Tyranids at the moment. Everything has T8 and a save of 2... plus you can give everything mini or full transhuman, catalyst, invuls with zoanthrope or AP.
Our squishiest non-inf is our Carnifex and even then it has -1 damage and a save of a 2. You're not killing it easily or quickly. But it's still worlds easier to kill then a 15 wound Exo.
You're not killing the bugs who are about to kill you. Even if you go first.

Definitely mean In game.
I’ve actually been thinking about nids so this is interesting to me.
I’m assuming you’re being a little fecetious on the everything has a2+ save remark
For example, warriors are a 4+ Right?

Sorry yes, I meant for our big bugs, which is honestly what you'll want to run a lot of. There are a few oddities that have a save of 3 but way too much has a save of 2.
Speaking of warriors, they also can get silly with a lot of buffing. You can, for a turn with Zoans, give them a 5++ and 5+++, with -1 damage and transhuman (strat and leviathan). They become annoyingly tanky.

It is a consensus till the new updates come out. Tyranids are killy and resilient and under costed at the same time.

We're just gonna forget about the T5 4W 2+4++ Custodes (BASE)? I mean their commanders are dreadnaughts in other factions. The Bike Captain alone is T6 W10 2+3++4+++ under the right sub faction with the best relic...

Honestly, I wouldn't buy anything based on what's good right now - buy something that will be good by the time you've painted it! (if you want to chase the meta). So for resiliance I reckon that means Guard tanks ;0

Because there are only 3 codex's left, and GW runs the editions in cycles.
And before you launch into the tired arguments of 8th, " GW planned this edition to be a living edition" or "10th had Covid, that pushes things along a year or two", please keep in mind that GW is facing an extreme downturn in stock values, member participation, asset sales, and they have begun giving away stuff that used to cost money, for free, mainly points updates. It's clear GW is checked out on 9th, the Meta is horribly borked, the lore is run dry, no one is buying like they were at the start, and aside from 1 new race and a few new models, they really have nothing on the horizon to incentivize more model sales. You know what drives GW? Numbers. You know what is falling faster than Ork win Ratios? Model sales. No one is buying all the stuff they are raising the costs on.
Call me a cynic, but I called 9th to the month. Even the major content creators are hinting at 10th dropping soon. How's Warhammer + looking these days? Any new content? How's Warhammer app looking? Are the bugs fixed yet?
I will call it here now, so you can dance on my grave if I'm wrong. 10th will drop in 2023.

Definitely metal 2nd edition IG. Everyone was single-part metal, you could drop your army down a flight of stairs with no damage except maybe a base breaking off.
