yep, Arbites are coming in Kill Team: Soulshackle. What remains unclear is, are they going to come as a standalone team, or will they be a part of some sort of "Agents of the Imperium" team

Had a quick skim through and I'm liking what I'm seeing so far. Boarding Patrol force org is so flexible that I can even build a force from my modest T'au collection, utilizing IttD Kroot Farstalkers, a Battlesuit and maybe some Pathfinders if points allow (80% of my entire T'au model collection)
This is perfect, finally I know what theme to run with my T'au - a Merc band specializing in Space Piracy and the like. Kroots and suits. Now I just need to find the most appropriate looking colourscheme from Masamune Shirow's mecha illustrations..

...Wait...they took a game mode they'd already had in an earlier edition, with a more copyrightable name ("Zone Mortalis")...and renamed it with a more generic name ("Boarding Actions")?

Zone mortalis is still around, as i understand it, as a Horus Heresy game type, so i'm guessing they either wished to avoid confusion between two incompatible systems, or they just weren;t allowed to use that name for this expansion.
on topic, i pointed out some observations in the arks of omen thread in the news and rumours section. I'll repeat them here:
the "Boarding squads" rule lets you combat squad units that can't normally do that. it appears to be a way to increase unit count for high cost armies, where they might only be able to squeeze 3 units into a 500point force otherwise and suffer form insufficient board presence as a result.
Quite a few movement tricks have been banned or placed under much higher restrictions (for example, powers needing much higher casting costs, or now only 1/game, etc), likely to emphasis positional advantages and stop armies form negating the board cover by just teleporting willy nilly.
each faction has a few exceptions to the basic "elite and troops only" rule, mostly focused on a few "common sense" or rule of cool exceptions. Marines get hellblasters and eradicators, for example, but not devistator squads. Deamons get their Hounds of Khorne, seemingly just cos its cool.
most of the "paid points upgrades" systems (legion command, captain commander, Proficient Planning etc) are limited or outright banned as part of their "No enhancements but our enhancements" drive

"Commerce Protection Fleet" is the official term the T'au use, from the Battlefleet Gothic Privateer scenarios:

from what we have seen, its aimed purely at 500 point games.
The intent, such as i can see it (IE this is purely my own thinking), is to make a smaller, infantry focused game that encourages people to "try out" a new army with a (relatively) small investment in models. A quick play on battlescibe shows it being possible for £60-70 if you pick something like terminators. Their "suggested" marine unit comes out to about £130ish (depends on what the breachers go for when they are on stand alone sale). Some of the £90 combat patrol boxes would set you right up as well, so as a "dip your toe" game mode to try a new army, or perhaps entice new players, it seems to check out.

Reading these rules, it seems like they're trying to do what they did in 7th ed and welding together all the one-off units for the Imperium under the Inquisiton in the Imperium agents. Though getting a free 20pt monkey with T3,S3,3W,ld7,2A armed with Focused strike 24" Heavy 1 8 -3 Damage 3, Scatter shot 12" Assault 6 4 -1 Damage 1, that dishes out free rerolls to hit/wound/both on a d6 for every Inquisiton unit is handy. Because that's a maximum of 4 of these guys. (1 inquisitor and 3 acolyte squads). Daemonhosts going S5 and 4A is pretty tasty as well. I'm sure we can make use of the one-off units like Navy breachers or Voidsmen.

This version seems to ditch what I dislike about the modern 40k, super heavies, the glut of Stratagems being reigned in.
Tempted to get in on it, but then I realised that I would need to buy 4 books at least, the 40k rule book, the Ark of Omens book, and then the 2 Codexes for my forces... all to play a new version of Space Hulk essentially.
