Colonial civilians aren't given military training. You have to be Department of Anomalies, in the Army, or a private or Department security officer to get training in the use of weapons.

It's not only brutal, it's inefficient. Our soldiers are so attuned to the Neural Network that they operate as one. The lengths you go to make soldiers obedient are disturbing.
