I think the 28mm sized Heroquest ones are supposed to be correct, and the ogre sized ones were a mistake. But now it seems that the oversized ones have been accepted as canon by Forgeworld. There was a miscommunication to the designer of the fimir range that ended up making them up to the ogre size. Once it happened, they were officially 'retconned' to that size - they were small on a 40mm base at that time but being that they were always supposed to be much larger than orcs, and given how much orcs have increased in size, the upping to 40mm bases was actually fortuitous and is now accurate.
(they were strongly based on fomorian sea demons, who'sleader, Balor, had only one eye - as such, being larger creatures seems appropriate to me).
Yes, reading the wiki link you provided back a few pages, when Jes designed the Fimir they where supposed to be human size but nick bibby (may him and gary morley rot in hell for their horrible sculpts over the years) sculpted them orge size and on a 40mm base. They where underpowered for a 40mm based size creature and while they came out in 3rd ed
WHFB and WHFRP they where dropped for 4th edition WHBF because they use rape to propigate their race and it's not kid friendly. This is all according to a wiki page so take with a grain of salt.
