Hands can work with anthro-ungulates quite well.. you end up with satyr-type creatures. In fact lower hooves, upper hands is the standard you see for pretty much all hooved anthro.
Alternatively, there is mouth operated triggers/mouth-carried weapons, prehensile tails/wings, telekinesis or other, more creative methods of getting around the problem, like armor-mounted weaponry:
Of course, it would have to fit with the setting, but if seen as a challenge rather than a restriction, the end result could be quite interesting... it would also unlock piglets, llamas, giraffe and all kinds of other adorableness.
No-one has made a mini for a flying pig yet. Pigasus Lancers/Bombers, maybe? I've also seen the more demented or left-field ideas (hamster berserkers etc) as the more interesting and iconic parts of brushfire.

Pigs? Zabar is pretty much our exception faction to hooves with Rhinos, Elephants, and Hippos. But they're play/fighting style leads to them *not* using weapons/armor. There is no magic in Brushfire, so no telekinesis.. and the only playable birds are flightless and generally mounts. We do mount siege cannons on the back of Tortoises though (manned by Anoles). To be honest/blunt, no one in the company is a Brony (or a Furry for that matter), so we don't really have the compulsion to touch those markets.

Will all three basic books have the same rules section, followed by their specific fluff and armies? Or only the first will have the basic rules and so be "required"? If so, this seems a bit heavy on duplication, if you have rules adjustments to get out. You probably thought that over and over, but couldn't you get the first book out like you are planning, with rules and 4-5 armies, and then have the second book contains only the fluff and list for the rest of the armies, without the base rules? Like I said, I don't know anything of the discussions you had, but this seems more interesting for a completist than having three times the basic rules.

Yes, the plan is for a player to only have to pick up one of the books, unless they wish to play with several factions across the books (or get all of the fluff). This may change, but this is how it is currently being planned.

2nd Edition furthers the timeline to 1825AF, several of the nations have changed in the 10ish years since 1st Edition.. This will become more evident as the fluff is updated in the Playtest PDF.
The Bharat situation will be discussed in Axony, Scyzantium, and Book Three's fluff sections.

Alexandreta is briefly talked about in the RPG, its an island directly between Khonshu and Hyperia.. and is home to scientific wonders... and monstrosities.

It's amazing how real, good plastic has this effect on people, yet so many not-tiny miniature companies keep passing up the opportunities.
I've been reading through the brushfire rulebook that came free with the SW KS, quite interesting.
Brushfire came with Sedition Wars? I don't remember that.
Any chance of an equine faction with ponies, pegasi, unicorns, alicorns, nightmares etc.? Not sure if they're small enough for the setting, but it would be really cool, and they work quite well as anthro.
So far only Impact! has delved into this side of things (making rather a lot of cash and getting publicity for their KS over on EQD: http://www.equestriadaily.com/2012/10/impact-miniatures-kickstarter-updates.html).. it worked out rather well for them, with a significant spike in kicktraq stats on the day they added the pony pledge level. 
Ooh! Ooh! The ponies could dress like the Serenity crew! And be zombies! Zombie space pirate ninja browncoats! With cheesecake derrieres! And power-armored snipers on motorbikes!
Or you could just keep your integrity of vision. If you're into that.
Sorry, Squig, but you already got your ponies. The next big sellout craze has to be teenage superheroes with incorrigible hair.
