Ok so I did some math on them
Assuming 10 shots 3+ to hit 4+ to wound vs a 2+ save:
Doom would give you 0.85 wounds
and
Misfortune would give you 1.00 wounds.
Assuming 10 shots 3+ to hit 4+ to wound vs a 4+ save:
Doom and Misfortune averages about 2.5 wounds.
First of all I don't know if my math is right or not...
The only thing now is that Misfortune requires me to roll for it though...
So not sure which one would be better...

I feel like they are both great in different situations. If I am shooting infantry with scatter lasers, Doom does little to nothing for me. S6 shots would on 2+ vs T4. Poison 4+ shots though benefit from doom greatly. Or S3 close combat attacks benefit from doom the most. Misfortune works wonders on things that dont penetrate armour. So scatter lasers with 2+ to would and a forced re-roll of armour saves is brutal.
It seems really situational.

I never ever trade out my powers for Eldar - their powers are so much better; they don't require line of sight (besides Mind War and Eldritch Storm), like all powers can't be nullified by any psychic hoods anymore and synchronise with Eldar much better than with the random book powers.

I've had good success with Prescience and Psychic Shriek, in place of Guide and Mind War. I think it's probably the msot potent combination, and you are guaranteed to get them(they're basic powers).
Hell, you can always roll for better ones, but fall back on these!

This is true, however, I feel that now more than ever, Fortune is essential for Eldar.

I can see book powers being better for an allied FS but for Codex eldar, the codex powers are the best.

The great thing about book powers if you don't have to commit to them.
I thought prescience has a 12" range compared to 6" on guide.
There are multiple good powers for eldar dependion the situation, or revert to eldar powers. Divination is good because if worse comes to worse a power can be swapped for prescience.
