I find myself always starting new armies. I've only been in 40k since this summer, and although my skills are way past where my time in the game would suggest, I can never settle on an army.
For example:
I started Space Wolves when I started out but as soon as another army(orks) caught my eye they were shelved, 3 games into the new army I fell in live with the Necrons and am currently playing them, but as I'm in the middle of painting these Crons, Codex:SM is loking super enticing just because of all of the different types of Chapters, Colors, Units, and list combinations I see. I can never settle.
Does anyone else have this problem?
Is there a way to fix it short of leaving the hobby?
Also, I guess it is worth noting that while I do have a fair share of extra money, I also get models at cost so all of this is easier for me to achieve than the average gamer.

Simple. Just choose a main army, then you can take the other armies you like as allies.

It's not as much the gaming aspect as it is I enjoy buying and building the models. That is the best part of the hobby. While I enjoy playing, I enjoy getting a new army of models in boxes ( I usually buy armies all at once instead of peacemeal) and putting them together. I love the feeling when you look down and you have that newly assembled army in front of you.

Go into railway modelling. You'll never feel obliged to playing a game again and you can build and modify to your heart's content
Or Warhammer diorama-making. Aim for those golden demons.

Your are not alone. I do this as well. I like the assembly and cleaning up of the minis the best. My painting skills are getting better but I can't ever seem to replicate the paint jobs that I want. I have four starter armies right now. I just buy what looks like its fun to build and paint. I can't seem to stick with one army. I like them all.

Dito.
But I stay away from horde armies. I've sold my Orks at ebay up to the Nob Bikers, Warboss on Bike, Lootas, and Deffkoptas planning to use them as allies. Similarly, SoB do not attract me much due to their range of metal models.

It's called Army ADD. It happens with a lot of folks. I'm pretty good and can stick to one army for ~6 months before something else catches my eye, but I know some other folks bounce back and forth constantly. You just have to exercise some discipline and self control and focus on one army at a time. Get one army playable, then start the next.

I started playing about 6 months ago. And my first army choice was based on looks. So it was gonna be Chaos Space Marines, Grey Knights, or Necrons. I settled on Grey Knights, but now that itch to switch to one of my other top initial choices is bugging me. I just want to scream MAIM, KILL, BURN! at my buddies when I attack with dreadknights haha and with this starter set release I feel the warp overtaking me.

I'm the same way. Started with tyranids. Then dark eldar. Then Orks. And now sisters of battle and chaos(due to the new starter) I still play them all except tyranids. Now I mainly play allies of dark eldar with cheap archon. Troops and 3 ravengers. The rest of Orks for a 2000 pt. slowly building sisters. I have this curse where all my armies have no psykers. I was excited and bought the cards to find out all my armies have non minus the chaos I just picked up. The hellbrute was too good to pass up. I really just enjoy assembling and painting with my air brush.

The way I do it is to spend time painting instead of just assembling. Once you paint something well, you'll want to play with it. I finally have my SM force fully painted, and so now I'm starting on my Tau. The problem was I bought an Ork Army too, but since I never painted it, right now it's just a waste. I plan on solving that by painting them to be allies for my Tau force.

You're not alone man.
my 40k army fixation reads like a multiple personality disorder:
Chaos Space Marines
to
Tyranids
to
Space Marines
to
Blood Angels
to
Orks
to
Black Templar
to
Tyranids
to
Grey Knights
to
Eldar
to
Dark Eldar
And that doesn't count the dabbling that I did in Fantasy AND Warmachine

Youre telling me man. I quit my GIJOE addiction for this. 100+ figures, 10+ vehicles, and taking up an absurd amount of room. Thr new movie line turned me off and I sold them. Went straight to 40K. Now Ive got a BT army, an Ork army, and assorted Chaos and IG sets. Horray.

Well the thing is I'm really not all that into painting. I'm above average I'd say, but I just don't really enjoy it. I pick armies I know can perform well AND I like the model range, but I constantly find myself switching. BTW I'm a convert from Fantasy due to the lack of players in my area but I had O&G, EMpire, High Elves, Dark Elves, Dwarves, Daemons, and Skaven there so this addiction thing isn't new.

I really like painting I just don't have time. When I do have time there's usually other stuff that friends want me to do instead like guild wars 2. I'll start to get some painting done and my phone will start blowing up. " What are you doing get on vent" or You gunna play today". Can't seem to get any painting done lately.

Ancient Venerable Black Templar Dreadnought
|
Here is the "logic" for my collection:
Started with generic Chaos (before demons and marines split).
Liked the "cult" types and got enough so they could fight amongst themselves.
Thought I wanted something to take Chaos on, so got many Inquisitor miniatures (Demon Hunters later).
Needed more bulk, was allowed allies so, got Imperial Guard.
Wanted marines and really liked Black Templar and painted up a fair number as well as a Whirlwind (was allowed back then with Armageddon codex).
Black Templar codex comes out and removes my Whirlwind and I pout and then change their paint job slightly so I can play them as vanilla marines.
Decided I wanted to go all-out Tau and got the big box set from long ago, slaved, built, magnetized, graveled and primed. Not a seam or parting line on a single model! Realized I could never get them done properly in my lifetime. Sold it all for much more money.
Metal Grey Knights just before the new larger terminators (Skulls for the emperor god!..ehrm).
New tanks, hell hounds and aircraft started up and were of course needed.
Apocolypse was evil, got much more marines and pretty much three of every marine vehicle at least (it is a game of threes).
Apoc. big tanks was evil as well...
Then the terrain got bad, a fortress of redemption made from Bastions was about the height of trouble.
Anywayyyy.....
Nothing to see here, do not make eye contact...

I'm a pretty serious addict. I think I've played just about every army at least once
Although I'm now down to my few core armies.
World Eaters (Pre/Mid Heresy)
Dark Angels (Angels of Absolution)
Daemons (New Hobby Project)
However I do have a large amount of Orks still kicking around, and with the looming release of the DA/Chaos/Daemons codices, my armies are about to get a lot bigger
Also with the looming Horus Heresy FW books, I may become very poor, very soon.

I actually just got rid of one of my armies. The way I do it is my group plays every Sunday so I switch armies every other week. I use to own IG along with Eldar and BT but I found it was too much money to keep all three armies up to spec with how I wanted to field them. I also found IG to be the most boring of the three, and many weeks would shelve them in the rotation to get another game with Eldar or BT. My Eldar have a lot of models but my BT don't have as many choices so I sold my IG off to get more Templars stuff. Maybe someday I will have 3 armies but 2 seems just about the perfect spot to give enough attention to both.

I'm right there with you, I have a serious problem and all my friends (and especially my wife) give me a hard time about it.
I too love to collect, clean, and build the models, I usually get to primer coat, and then something new catches my eye!
I started with Dark Angels in 1989 when I got the Deathwing expansion set for the original SpaceHulk board game...
Then came 2nd edition and Catachan Imperial Guard...
more Dark Angels,
then Eldar,
then Tyranids,
Oooh, Necromunda! (Cawdor, and Escher)
then Sisters of Battle,
GorkaMorka!
then 3rd edition came,
then more Dark Angels,
then more Tyranids,
Cadian Guard,
Space Hulk 2nd Edition
Then 4th edition,
2 army boxes of Tau,
Talisman 3rd edition, and expansions
in come the Necrons,
then more Tyranids (trade up old metals for new plastics),
Grab a used copy of Man O War and expansions and start scouring Ebay for ships (Empire, Bretonnian, Chaos, Skaven, Dwarf)
more Dark Angels,
5 full fleets for Battle Fleet Gothic (including Forgeworld Tau and Space Marine ships)
how about some Daemon Hunters, Witch hunters, and Chaos Space Marines,
Start Cryx for Warmachine,
finally start Warhammer in 6th edition with Bretonnians,
Get ahold of a copy of Warhammer Quest...and after Ebay frenzy of trying to get minis for the random monster tables in the RolePlay book, start collecting O&G, Vampire Counts, Skaven, Beastmen, Hordes and Daemons of Chaos, Dark Elves and Ogre Kingdoms...(those Forge World Chaos Dwarfs are looking pretty damn tempting right about now)
Orks get love when AoBR and new plastics come out for 5th edition.
Throw in Cygnar and Khador for Warmachine,
Tau and Imperial Navy in Aeronautica Imperialis
Go Heavy Skaven with latest update,
Space Hulk 3rd edition
Circle of Orboros for Hordes
Heavy Dark Eldar when Jes Goodwin re-invented them,
Dreadfleet,
You don't know how hard I had to restrain myself from looking too closely at the new Necrons...I may cave in the end and get a new Necron Army in the end as well.
Now Dark Angels again...the circle is complete!
(Not to mention Dark Age, Infinity, Malifaux, Confrontation (2, 3 and 3.5), AT-43, and soon to be Relic Knights?)
Oh, and I forgot board games like Zombicide, Cadwallon, and Super Dungeon Explore,
I think I may have a problem...my wife is ready to divorce me over this hobby (obsession)...is there a hotline?

I know what you're going through. I too once fell under the spell of plastikcrack. It was 1979. I was traveling the Yangtzee in search of a Mongolian horsehair vest. I had got to the market after sundown. All of the clothing traders had gone, but a different sort of trader still lurked about. "Just a taste" he said. That was all it took.
