It is suggest AND IT IS WRONG.
The guys who said that in the book were saying rumors and they had no idea if it was true.
However Rogal Dorn and Malcador flat out stated that the 2 legions still physically exist in and Dorn played with the idea of calling them for reforcements but they agreed not to / couldnt even if they wanted too

Yes, but descendants from a former legion is quite different from a "descendant" that is formed during a founding. There's all sorts of precedence for shenanigans during a founding. Mixed geneseeds, mixed successors, direct successors from non-first founding chapters, external tampering. All of which is really only applicable if they were truly founded, as opposed to the direct descendants of the legion, who would pick up recruits as they go along.

Word Bearer 2 tells WB 1 that he doesnt know what he is talking about and that its a rumor so shut up
Dorn and Malcador CLEARLY STATE that the 2 missing legions STILL EXIST and Dorn wonders out loud if it was possible to use them as reforcements.
This proves that the rumor is false. The mystery of what happened to them and why is still out there for sure but we know that at least one of the two legions were not butchered to the man. They could be crusading/in stasis/ etc... who knows, in fact one could be the Blood Ravens, we dont know. The only thing we know is that they are not Ultramarines

We're talking about a battle the Wolves won, by isolating the enemy general through pack tactics, and threatening to kill him, without a hope of defending himself. It was a balance, 50/50 - Angron overpowered Russ, and the Wolves were losing ground to the World Eaters; but Russ and his warriors had Angron by the balls, and barely broke a sweat. They won, no question. Lorgar even says: "The Wolves won, meathead."
Dorn won’t help you either. He’s too busy being the Emperor’s groundskeeper, hiding behind the palace walls. The Wolf is too busy cutting off heads as our father’s executioner, while the Lion holds on to his secrets, and has no special fondness for you. Who else will come? Not Ferrus, certainly. What bugs me, if you scroll the list of known SM chapters there's like tone of them with primarch "unkonown" (ty "I")....Oooo, btw second theory is that they are from loyalist LW ???

Or at least the chapter could be an attempt by the imperium to create a chapter like the Thousand Sons to help combat the Warp entities
