I was looking through all the existent chapters, and i was wondering: Which chapter is most similar to the Reasonable Marines?
I mean, are there any chapters based more on useful tactics and innovTive plans, that don't waste their time and forces waging useless bloody wars, and aren't xeniphobes like most chapters?

Closest you'd get to Reasonable Marines(sans the emphasis on mechanized forces) would be Raven Guard or better yet Raptors:

Make your own chapter, and found them on your ideas of tactics and outlooks, I myself have started a Marines Malevolent army, and have made them very "practical" in their weapon loadouts and appeance, and as big of a D-bag as they seem, I decided to put a method to this approach.
They are just using the most practical and direct solution to a problem..regardless of warm fuzzy feelings.
Do your own thing and don't feel constricted by the fluff to much, its what makes this hobby truly fun!

Blood Ravens combat doctrine involves studying enemy movements for hours, planning for every occasion, and striking with precise applications of force to disrupt operations.
They're the RTS Marines, so they follow the genre's conventions.
It's also how a combat patrol sized unit was able to hold off a Tyranid Invasion, Ork Waaagh! and Eldar Incursion simultaneously. They used expert asset denial tactics to stall the Xenos until reinforcements arrived.

Yes but don't Blood Ravens also have a strong affinity for psykers? As much as they like strategy, I wouldn't call being very interested in psykers and giving the librarians so much power reasonable in the Imperium.
Maybe if they were secretly Eldar in disguise...

Thank you all guys for the kind responses, i think Raptors, Raven Guard and Blood Ravens are quite nice for what i was seeking.
I kinda see a "Raven" theme with these chapters...
Anyway, what do you think about the Knights Inductor? They are an homebrewed chapter and i think it's quite cool.
Also, do you think that Camo Power armour would look good?

I actually used a disruptive camo pattern on my Marines Malevolent, just kept the basic color scheme of the chapter as background.
repeated that on the vehicles and a reverse on the terminators, kinda harkens back to the RT days when marines where shown using camo schemes.
Just pick some colors and a pattern you like and paint up a sample or two.

None apply, really. Chapters may be willing to work with the 'lesser of two evils' to defeat a greater threat, but they are all keen on destroying all xenos. Afterall, every non-Imperial faction is a threat to the Imperium.

I think i haven't explained myself, i know there isn't any Chapter that doesn't want to destroy every xeno, but i meant Xenophobes (YAY for my spelling) against their own allies.
Because Dark Angels and some other Chapters also hate the imperial guard, the Ogryns, the Rattlings, and anything that isn't a pure human.

The Mentor Legion (or chapter now) are pretty much a bunch of thinkers and strategists, a few of them can rturn the tide and that is not only because they are Marines, but because they know so much tactics and strategy than they can fight and win anything

Raven Guard as a culture, certainly, but there are definitely individuals within most Chapters that operate in a reasonable fashion (Tarkus/Cyrus/Thaddeus from Dawn of War 2 spring to mind).
