As for I pods, not outside the realms of possibility, but I'd guess not as it is a distraction to your duty. If they do exist better not let your senior officer of commissar catch you using it on duty.

Just wait for them to loot a space hulk to find ancient technology read-outs for a N64. Galactic domination gets put on hold so the emporer can have a rematch with Horus on Super Smash Bros.
For my army, in their past the planet was attacked by CSM, and after a nasty encounter with some Noise marines some of the nearly deaf troops found out they actually liked the noise. Eventually the PDF developed their own secret Heavy Metal bands and it became an underground hit. My Chimera Drivers even play pirated (from their planet) recordings using their vehicles vox units while making long treks, or charging into battle.

I was under the impression that pictcasters were just cameras, but perhaps I am misremembering. It's been a while since I read that book.
Anyhow ... GW's own material focuses more on broad descriptions and warfare, so unsurprisingly there is little about entertainment. Gaps like these are usually filled in the licensed fiction, but since every author has his or her own individual idea about the 41st millennium you (a) could probably find just about anything if you just look long enough and (b) may as well follow that very same road and come up with your own ideas. If you think it fits thematically, then go for it.
Personally, I'd embrace the silly gothic ambiente and rather go for something steampunkish rather than contemporary 21st century stuff, at least as far as personal items are concerned. Technology is something I perceive as being limited to the elite.
