Don't see a rule that says you can not.
So your Techmarine's Blessing's rule should apply.

While inclined to agree, I'm playing devils advocate here. The only permission for base contact with flyers is for assaulting and for embarking/disembarking. One could say they could hover to be treated as a fast skimmer, however they are still a flyer and the base contact rules for flyers does not apply to just zooming or just hovering, but to the flyer "type".
Remember, devil's advocate, not disagreeing.

Well the part where is says the base is ignored is with respect to "Flyers and Measuring"
The base obviously is still counted as being part of the model as enemy models must stay an inch away.
The blessings rule just need base to base contact with a vehicle for it to work
Nevertheless one way for sure is to be embarked on it and you can repair it. Also if its in hover mode or in Hover Strike then the base counts for sure.

Yeah I was thinking the embarking part too, but unfortunately they aren't Independent Characters (aside from Master of the Forge) so it'd be kind of a waste most of the time. I don't see why the B2B idea wouldn't work though unless someone is willing to enlighten us.

most techmarines are ic's, except thunderfire canon TM but only while canon is still in play.
you should double check your codex.

IIRC, you have to be in base to base, which is tough to do with something flying overhead. I think you'd need to embark to fix it.

Base to base though, normally vehicles dont even have a base to be in contact with, RAW an all.

Land vehicles use their hulls to represent a base which is how you do all deliberations of facing and such and such. IMHO as long as a part of the Techmarine's base is either in contact with the Flyer's base or, barring that, is under what can be considered to be the flyer's main body.

If the Flyer is in Hover mode, most definitly. If its zooming, probably but I am not 100% on that.
