Ok, after doing a little "homework", this is what I've concluded.
First of all, let's look at the relevent passages:
BRB p.14 - Run wrote:
In their Shooting phase, units may choose to Run instead of firing. Roll a D6 to determine the maximum distance for the entire unit.
So in order to run, the
entire unit has to choose to run.
BRB p.45 - TURBO-BOOST wrote:
Bikes and Jetbikes cannot Run, but can make a special Turbo-boost move, instead of firing in their Shooting phase.
Turbo-boosting Bikes can move...., turbo-boosting Jetbikes move.... Bikes and Jetbikes therefore cannot shoot, charge or execute any other voluntary action for the rest of the turn after Turbo-boosting.
In the rules for Turbo-boosting, there is no mention of it applying to the entire unit, only to the bike/jetbike. However, it does explicitly prohibit them from Running.
Thus, I have come to the conclusion that with regards to the unit of the seer council (jetbikes) and the Baron (jump infantry), the Baron cannot run because the unit (jetbikes) cannot run as Run is an all-or-nothing deal. Either the entire unit if running or it isn't. And in this case, the jetbikes, which is the actual unit here, cannot run. However, the jetbikes can still turbo-boost with the Baron there because turbo-boost only applies to the jetbikes and not the entire unit.
Thus, in order for this maneuver to work, they're going to have to daisy-chain the bikes after turbo-boosting to ensure unit coherency between the bikes and the Baron.
Also, it may appear strange, but legally it appears that the bikes can turbo-boost and the
IC (in this case, the Baron) can still fire whatever Shooting attack it has. And while the Baron cannot move in the Assault phase, the jetbikes still can, provided that they daisy-chain to maintain unit coherency with the Baron.
Not entirely true. There are still many instances in the
BRB where the unit is limited by its slowest member, including:
- Sweeping Advance. If even 1 guy in the unit cannot
SA, then the entire unit cannot
SA.
- Deepstriking. If even 1 guy in the unit cannot
DS, then the entire unit cannot
DS.
- Slow & Purposeful. If even 1 guy in the unit is S&P, then the entire unit cannot run, turbo, move flat-out,
SA or Overwatch.
- Fall backs. A unit fall backs at the speed of its slowest member (i.e. a mixed unit with infantry and jump infantry).
- Difficult terrain. If even1 guy is in
DT, well you get the picture.
Sometimes, I really don't like how inconsistent
GW rules are.

Right, they formed a huge conga-line. However, he also ran the Baron which I believe is illegal. The bikes can still turbo-boost but the Baron cannot run.
