As you noticed I need help really bad  was thinking of doing a marines kind of army but with a lesser more compact version power armor would kill to know if that would work

Are you asking if Guardsmen will work as "counts as" Marines?

If you are trying to use Guardsmen as Marines, I would be inclined to say use Scouts, because the IG are going to be shorter than a marine even outside of power armor.

kind of but with the same armor save (5+ if i remeber correctly) but with a extra cover save or something

Not really like a exo-suit but I was thinking of maybe just getting a bunch of karskin heads with guard legs and a SM scout body?
