I really am liking the tac squads because it give the enemy something to shot at while my deathwing deep strikes and my bikers come out of no where.

I'm think of adding some of the bikes with the side car. Will those work well with the rest of the raven wing?

Yes it should work fine. if you can, get the Ravenwing bike box so you can make them look more like Dark Angles rather than Vanilla Marines. If you don't have a Codex I would highly suggest you do so so you don't give out too many special or heavy weapons.

Buy Dark vengeance. Sell the chaos half on ebay. Use the money from that, to buy a second lot of the dark angels side from ebay. You now have a perfectly acceptable dark angels army all ready to go (Once you add a HQ(Meaning, once you add belial) )

I was cleaning out an old storage unit for a neighbor and as luck would have it found a box with these 5 imperial guards in it! I'm just wondering what can I do with them, besides selling them because that's just to funny of a find.

My friend who has been playing with me has decided to get his own army. He picked the dark eldar and wanted to get the dark eldar battle force. I was wondering if point wise the dark eldar battle force equaled to either the csm or da armies that came with dark vengeance.

A word of warning, 40k is in a rather bad state now. Due to the power of flying units, and allies, the game is dominated by very money expensive lists. If your only interested in truly friendly games that's cool, but keep in mind that its going to be very expensive to make a top list if you ever decide to be competitive.

Also allies, which can make any army better, tend to be expensive. For example any army will benefit from taking imperial guard as allies, due to the vendetta, and officer of the fleet. Let me tell you the vendetta and imperial guard blobs are damn expensive.

Finally on topic. The chaos in the box are pretty bad. Chosen and the hellbrute are not often used. The dark angel half is good, so only buy the da on the internet, or split the box with someone.

Im a bit tired to check it now, bud odds are the points will be reasonably far off. All battle forces have diffirent point sizes, so I doubt this one will coincide with either marines or chaos.

It might also be worth noting that Battleforces don't contain HQ choices meaning that the prospective Dark Eldar player may be disadvantaged in that area.

EDIT: though he could always just proxy the Kabalite Warror's Sybarite as an Archon until he gets an actual model for him.
