My mates and I were having a discussion about this, actually relating to Colonial Marines and the question was, what game, keeping in mind the time it was released, would you truly have considered worthy of a '10/10' review score.
Some suggestions were:
Knights of The Old Republic 1
Dragon Age: Origins
Mass Effect 2
Call of Duty 4: Modern Warfare
Half Life 1
Half Life 2
AVP 2 (for the time)
TIE Fighter
Cannon Fodder
Skyrim (after patches?)
Final Fantasy VII
The Witcher 2
Basically, the sort of realms of discussion wasn't 'the perfect game' - it was instead, what could you justify a reviewer giving to a game.

You should read the last line of the OP. Assuming the perfect game to be an unobtainable goal, then the 10/10 score just ends up being the "as good as we can expect a game to get" sort of thing.

Games that I think are so good that there isn't a really a way to make them better: HL2 Magicka Batman AA That are really good but have some issues Just Cause 2 and Red Faction Guerilla (similiar games but suffer from poor saving system and lack of really interesting missions, jc2 first mission was the best rfg's best was the sniper mssion near end) Bad Company 2 (multiplayer is friggin awesome. better maps and this game would easily be the best mp fps) Tribes Accend (I got tires with the pay2win which propably is fixed) Mount&Blade Warband (myriad of small things) Dungoen Defenders (Jester class pretty much saved this game) Left 4 Dead 2 (the game is great, players aren't) GTA San Andreas (only thing gta4 did better was ragdolls) Fallout New Vegas (scenery is lacking, game uses a crappy engine, publisher was a dick) Overrated games: Minecraft games made by bethesda ass greed games

Every time I hear "in my opinion" or "just my opinion" makes me want to strangle a puppy. People use their opinions as a shield that other poeple can't critisize and that is bs.

Tried playing alone. Boring as feth. Played it with purple, about 15 minutes in it just devolves into killing each other and I get bored again.  It's just not that interesting.

It was the greatest game that nobody ever played. I'm sure it had it's flaws, but I never noticed them, and the story and how it was played out blew me away.

OP even stated that a perfect game is impossible. The question is what do you consider to be as close to perfect as possible.

What i think are 10 outa 10 games for their time eh? Lets see.....
Dungeon Keeper 1 -Great strategy game that could be infuriatingly difficult at times. I loved having the ability to create a dungeon where the only limit was my tech tree and map space (I would beat a level then turn the entire map into the dungeon at times)
Populous -An absolute blast, being the shaman blasting spells at poor fools well your tribesmen protected you was never dull, some levels were a damn near impossible challenge until you figured out the trick to them (I'm looking at you timed levels)
Super Mario World 2 -A classic and how Mario should have stayed, as far as I know it was the first game where you you were able to utilize Yoshi. Nice bits of comedy and it was cool how if you got to the secret area in the star road and beat it you would change the look of the entire game enemies included
Brain Lord -Very first game I ever played so it holds a fond place in my heart, great combat with a lot of different weapons and some spells to choose from, nice advantage over the Zelda games where the faeries actually fight for you
Legend of Zelda a Link to the Past -First Zelda game I ever played, loved the overworld and the top down view of the game, only game that still takes me around 3 to 4 months to beat
Skyrim -This one I'm leery to put on here, never tried the vanilla game as I modded the hell outa it right away (got to have pipe bomb chickens and posh mudcrabs)
Dark Souls -Completely brutal game that bends you over and makes you take it when you mess up, lots of weaponry and spells, the bosses are a challenge and make you feel insignificant, and I'm still discovering things i did not know about
Demons Souls -See Dark Souls minus still discovering things

I suppose that depends how much you really got into the 'character tactics' aspect of the game. - I loved that bit, which meant the only character I tended to need to 'play' during most fights was a shooty one or mage.

I was tempted to add Skyrim, but it does have its flaws, I love it to death but the quite epic amount of bugs/glitches and hassle I've had with it has knocked it down to a 9.9/10.
Also how the OP got on to this conversation from Colonial Marines confuses me. It's a 6/10 at best in my books.

Never in any game I saw story so addicting and never in any game I got attached to characters so much to the point of crying at the game's first ending. Truly a magnificent game...

Lol forgot it was called CnC: Generals and not CnC: Zero Hour. Also good shout with the Max Payne series, loved the first two to death, will pick up the 3rd at some point for cheaps. Personally i prefer 2 as the addition of Physics really added alot for me. Also i might as well add GTA V. I already know it will be the perfect game. The reason i didnt put in Red Dead Redemption is because although the Writing, Art and Animation is 10/10 the missions were rubbish. Ride somewhere, shoot about 500 guys, get on a mounted ye olde minigun, on rails shooting sequence. Rinse and Repeat.

Who said that the game need to have perfect storyline to work?
In Sjyrim you build your own story and have a tom of things to enjoy.
And Battlefield series is good for gameplay.
I didn't gave 10 to them, I said games taht deserve 9 or 9.5 or 98% max.
I only give one game pure 10.

Oh, while I remember, I'd put saints row 1 and 2 up there as near perfect games. Crazy yet serious story, great challenge rewards, great character you could really root for.
There never was a third one. I don't know what you're talking about.

A game only needs a story/MQ if it is story/MQ driven. None of the TES or Fallout 3 are oriented heavily around the MQ.
Concerning Skyrim:
1) Better main quest than Oblivion and many other recent big name RPGs ( DA:O, DA2, and ME2 come to mind. I don't think ME1 had a particularly good main story for the most part either). Honestly, did anyone particularly enjoy the Oblivion MQ?
2) Good faction quests aside from the Stormcloak/Imperial Legion.
3) Good Daedric quests, especially Molag Bal, Sheogorath, Sanquinis, and Namira (if only because the Namira questline was the first time I've actually been creeped out by a video game in a while).
4) Some very fun miscellaneous quests.
I think Morrowind, Oblivion, and Skyrim have been fairly consistent in the quality of the quests/questlines other than the MQ.
