GW just issued a new policy restricting certain retailers from opening products and reselling bits. Will this kill businesses like Horde o' Bits?

At worst, BattlewagonBits and such that have a GW deal will be going away. For the most part, GW can't do anything about those Ebay stores.

Games Workshop released a new trade policy yesterday, which includes prohibiting online sales....

Wow, the forums are full of a bunch of chicken littles today...

Retailers have not been able to do online sales for a decade now.

And all this biz thing applies to is retailers. It does nothing to impact 'customers' who buy a product legally, cut it up and re-sell bitz. Only retailers who do it, which is already somewhat common in other industries as retailers have restrictions they need to fullfil to gain access to product at a discount opposed to a customer.

Street dates, Maximum discounts, no repackaging or modification are rules already out there.

Want no restriction? Then buy the product for full price and then you can do what you want as you are not a retailer anymore.

You take the King's coin, you do the King's bidding. If you don't like the terms of selling a product... stop selling the product. If your sole existence is selling that product then you may need to evaluate your business model and diversify.

Bitz are not going anywhere... This is not an actual issue.

IANAL, but as far as i know they cant. they can however say that sites like miniwargaming.com and such can't have online ordering or they lose the ability to order products from gw. At least that is what the document seems to say.
