What historical figures do you think must have been the emperor, when he was still just attempting to guide humanity? Give your reasons why.
My top pick would have to be Abraham Lincoln. He ends the greatest evil this country ever knew, he was a dark horse presidential candidate who came out of nowhere to lead the USA exactly when he was needed, has a premonition of his death, and dies (doubtless spirited away) at the hands of a mad agent of Chaos just as his task is completed. He's also supposed to have been amazingly strong.
Who else could he be?
And, of course, we have more recent historical theories

Personally, I wouldn't want to be the Bloodthirster that had to go toe-to-toe with Abe the Giant Killer...

St. George is the only confirmed Emperor persona, but bear in mind, he stayed the shadows, he acted as a guide, never as a leader until the Unification.

ADB: I showed the Wolves revealing the key weakness at the heart of the World Eaters; showing Angron that his Legion was broken and worthless compared to the others; that he was the one primarch who couldn't trust his own warriors, and that they didn't care if he lived or died; showing that loyalty to brothers and sons is the heart of success for the Legiones Astartes, to the point even Lorgar makes a big deal out of saying the World Eaters and their primarch were massively outclassed by Russ, and Angron was too stupid to see the lesson Russ had sacrificed time, sweat, and blood, to teach. We're talking about a battle the Wolves won, by isolating the enemy general through pack tactics, and threatening to kill him, without a hope of defending himself. It was a balance, 50/50 - Angron overpowered Russ, and the Wolves were losing ground to the World Eaters; but Russ and his warriors had Angron by the balls, and barely broke a sweat. They won, no question. Lorgar even says: "The Wolves won, meathead."
Dorn won’t help you either. He’s too busy being the Emperor’s groundskeeper, hiding behind the palace walls. The Wolf is too busy cutting off heads as our father’s executioner, while the Lion holds on to his secrets, and has no special fondness for you. Who else will come? Not Ferrus, certainly. Nor Corax either. Even as we speak, I suspect he flees for Deliverance. Sanguinius?’ Curze laughed cruelly. ‘The angel is more cursed than I. The Khan? He does not wish to be found. So who is left? Yep, all truth...But I think it went like this:
- give the drug to guy who was already a junkie
- make him feel like the king of the world (insert Titanic scene)
- lock him up (for using the illegal substances)
- make him to saw jeans for the rest of his life

I don't think I read the fluff to say "never", though you could be right.
However, I think Lincoln is a possibility. If the world faces an enormous crisis, it might have forced his hand. In any case, Lincoln only lives five years after becoming president, and his rise prior to that is meteoric enough to be highly questionable. If duty called, and he had to end slavery and chop up vampires with an axe, after all.
