Why would you preclude SoB? I mean, they have a legal codex by any reasonable measure, unless you're only counting 6th edition codexes, which would preclude most armies.
If it's not SoB I'd have to assume it would be whatever the next oldest one is. Black Templars, perhaps - although they probably get a boost just by dint of being Space Marines.

I did'nt include siters because there codex is to old.
I should probably edit and say that space marines include there offshoots... Do you think?

Well, if you're not including Sisters because their codex is too old, you also can't include Blood Angels, Space Marines, Dark Eldar, Imperial Guard, Black Templars, Eldar, Orks, Tyranids or Space Wolves...

Sisters had the last released codex for 5th edition, not sure how you can say it's too old to be included.
Really, you should have just posted this thread as "What is the most under-used (least popular) race in 40k except Sisters because I want an answer that isn't obvious."
I used to this when I was a child - ask a question in such a way that the only answer was the one I wanted to hear. I asked my father once what his favourite flat-topped warship was because I wanted him to say 'aircraft carrier'.

Yeah, I'll chime in and say that Sisters do have a Codex - just because it was released in White Dwarf, doesn't make it not an official Codex release. It was a poorly handled Codex release, that's incredibly hard to get, but a release all the same. The only codexes released since have been Necrons, Chaos Space Marines, Dark Angels and (next week) Eldar. Sisters or Templar are really the simple answer. Sisters due to how hard the Codex is to get legitimately, and the sheer cost of the models. Templar due to being horrifically outdated...

SoB and Eldar are two codices I've not played in years. BT are rare too.
Personally I'd go with Eldar, they're the only one with a certain future.

In all my time in 40k I've only met one other BT player other than myself, with Sisters and DE coming a close joint second with 2 players each. This is all off the top of my head though

Sisters of Battle are not a "race." Not even in the sci-fi/fantasy meaning of the term which basically means "species."
You mean either "army" or "faction" or maybe "codex."
Also, I second Squats, since they're a race that hasn't seen much action in over a decade.
