I was slightly thrown aback when my favorite primarch was being left out of another Horus Heresy codex thingy so I wanted to make my own rules.
Magnus the Red, Primarch of the Thousand Sons

Unit Type: Monstrous Creature
Unit Composition: 1 Magnus the Red (Unique)
Wargear: Golden Scarab Armor, Book of Magnus, Staff of Magnus
Special Rules: Forbidden knowledge, Psychic God, Primarch, Psychic Mastery 8, Primarch
Forbidden Knowledge: Magnus knows the following psychic powers: Paraoxysm, Living Lightning, Fortune, Tzeentch's Firestorm, Doom, Winds of Change, Warp Speed, Iron Arm
Psychic God: Magnus may cast up to 6 psychic powers per turn, ignores Perils of the Warp on a 2+, & possesses a 2+ Deny the Witch
Golden Scarab Armor: Grants Magnus a 2+ armor save & a 3+ invulnerable save
Book of Magnus:?
Staff of Magnus: Magnus may increase or decrease the outcome of a dice roll by one once per turn each
It's kind of bare bones, tell me what you think and I'll edit accordingly.

Finally found my quote from a gym buddy born and raised in South Korea:

So...he is a level 4 psyker, who generates 4 warp charge tokens, but can cast 6 per turn?
I think this is a case of "I need to put in ALL the special rules!" syndrome here.

Try again, but this time actually look at the existing Primarch rules and come up with something like those.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

That's pretty much exactly what I did. I gave him Fulgrim's stats which seems to be the base, subtracted from his strength & I because Magnus is weaker than the other primarchs physically.

Magnus is the only psyker primarch (counting these rules) so far given rules, and the rules are fluff accurate because he's the second strongest psyker to have
ever existed in the materium. Given the legion he gave birth to the forbidden knowledge rule is certainly in order and the staff of magnus rule is comparable to some of the other primarch rules
like Angron's gain one attack and Horus's point of the spear, albeit a lot less groundshaking.

He never is polite.
And after having a look, the physical stats are fine (Magnus was the size of a carnifex after all), but six powers per turn is more than a little nuts, and having powers from codices like the space wolves, chaos, and the Tyranids, the hell?
I think you'd be best served by having all the Imperial powers if this is pre-heresy Magnus. Well besides legion (Dark Angels, Blood Angels, Space wolves etc) specific ones anyway.

You could throw a drawback in to the psychic powers stuff. Maybe on the 2+ perils ignore roll or the 2+ DtW roll, a natural 1 always fails and results in X happening.
For the psychic powers, I don't know much about Magnus from the fluff but won't those powers basically turn him into an un-killable beat stick?
